A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORT WALTON
BEACH, FLORIDA, CONFIRMING AUTHORIZATION TO PROVIDE UP TO$ 1, 000,000
FROM COMMUNITY REDEVELOPMENT AGENCY FUND BALANCE AND HALF-CENT
SURTAX REVENUES AS A MATCH TOWARDS THE FLORIDA DEPARTMENT OF
TRANSPORTATION' S CONTRIBUTION TO COMPLETE THE PROJECT
DEVELOPMENT & ENVIRONMENT STUDY FOR THE AROUND THE MOUND
TRANSPORTATION ALTERNATIVE VIA THE DOWNTOWN MASTER PLAN;
PROVIDING FOR TRANSMITTAL OF THE RESOLUTION; AND PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, the City of Fort Walton Beach has adopted Transportation Alternative 2B
in the Downtown Fort Walton Beach Master Plan, which is also known as " Around the Mound",
as the future route of U. S. Highway 98 / State Road 30; and
WHEREAS, the Emerald Coast Regional Council ( ECRC)
and the Okaloosa- Walton
Transportation Planning Organization (OWTPO) have agreed with the City' s conceptual plan to
reroute U.S. Highway 98 around the Indian Temple Mound in Downtown Fort Walton Beach to
increase the opportunity for redevelopment in the area; and
WHEREAS, the OWTPO has placed the " Around the Mound" project in the Five-Year
Transportation Work Plan at Number 4; and
WHEREAS, the Florida Department of Transportation ( FDOT) has estimated the cost
for the next phase, Project Development &
Environment ( PD& E) Study, at $ 2, 000, 000 for the
Around the Mound" concept; and
WHEREAS, the City Council of the City of Fort Walton Beach, Florida would like to
accelerate the project by providing a financial match to FDOT to proceed with the PD& E Study
phase.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF FORT WALTON BEACH:
for the Around the Mound PD& E Study
Section 1. City of Fort Walton Beach Local Match
The City Council of the City of Fort Walton Beach, Florida supports the FDOT in
for the " Around the Mound" concept to reroute U.S. Highway 98 /
conducting a PD& E Study
to $ 1, 000, 000 in FY 2020- 21
State Road 30 in Downtown Fort Walton Beach by allocating up
towards the PD& E Study with the goal of
CRA and Half-Cent Surtax funding as a local
match
beginning the Study in FY 2021- 22.
Section 2. Transmittal of Resolution
Upon City Council approval of thisTransportation
Resolution, the adopted Resolution will be forwarded
Organization ( OWTPO) for
to the FDOT and the Okaloosa- Walton Planning
consideration.

This Resolution shall become effective upon adoption by City Council and signature of
the Mayor.
