COUNTY ADMINISTRATOR'S UPDATE
Mr. Hofstad stated the public hearing to discuss the Tax
Increment Financing (TIF) area in North County was slated for
today’s meeting. However, he reported because of a glitch with
the newspaper, the legal advertisement was not published and the
public hearing will not be held today. He asked for direction
on rescheduling this hearing and suggested it bke set for
January 6, 2015. The Board concurred with Mr. Hofstad'’'s
recommendation.
Mr. Hofstad stated the FY 2015 budget contained provisions for
replacement vehicles--a SUV for the Survey Division and a %-ton
pickup truck. Department staff reviewed its needs and
determined half-ton pickup trucks were sufficient. He said
staff continues to find ways to save money.

opportunity to wish everyone a “Merry Christmas.”

morning and was glad to see a time set aside to recognize them.
He then referred to previous Board action approving issuance of

method to evaluate lobbyist services and requested the item be
placed on a January meeting agenda. Mr. Goodwin also wished
everyone a “Merry Christmas.”
Mr. Boyles stated two weeks ago he traveled to Tampa for the
Florida Association of Counties (FAC) meeting where FAC
developed its Legislative Priority List. He said he believes it
would be appropriate to finalize Okaloosa County’s Legislative
Priority Lists at the next meeting. Mr. Boyles reported that he
attended a League of Cities luncheon yesterday and the League
would like to be on the next meeting agenda to address possible
roundtable discussions on important issues. The last item was
consideration for staff to work on a dirt road grading policy
for non-county (private) roads. Mr. Boyles said he learned
Walton County has an ordinance which permits this type
maintenance. He explained it is done once or twice a year at
the residents’ request who then reimburse the county for the
service. Mr. Boyles asked for staff and legal counsel to work
on this item.
Mrs. Ketchel stated she also attended the FAC meeting in Tampa
and she looks forward to discussing the legislative priorities
as a Board agenda item.
Mr. Windes reported that he attended the Consortium meeting in
Tampa. He stated the Warren Averett firm was selected for audit
services. Mr. Windes said the RESTORE Act Advisory Committee
has a new member, Dewey Destin, who was selected by the School
Board. He asked for ratification of this appointment. Mr.

VISITOR - HEALTH DEPARTMENT DIRECTOR DOCTOR KAREN CHAPMAN,
UPDATE ON EBOLA VIRUS
Dr. Karen Chapman, Director of Okaloosa County Public Health
Department, began her presentation with a background of the
Ebola Virus which was discovered in 1976. She noted there have
been outbreaks since that initial discovery but 2014 was the
first time an outbreak was classified as an epidemic. Dr.
Chapman stated the epidemic began in March 2014 and quickly

spread to six countries. She said 16,000 cases have Dbeen
reported in Africa with a 50% mortality rate.
Dr. Chapman pointed out six Ebola victims were transferred to
the United States from West Africa, noting they were U.S.
citizens working in response to the epidemic. Three individuals
were taken to Emory University and three to the University of
Nebraska. Both of these sites have specialized bio-containment
units. She stated one individual died but the course of illness
was advanced before being transferred. Dr. Chapman stated the
course of illness 1is different in this country because patients
are given early treatment and support.
Continuing, Dr. Chapman referred to other news reports of Ebola
patients in the U.S. She said both nurses who contracted the
disease from a transferred patient recovered. Dr. Chapman
stressed there are no Ebola cases in the United States at this
time. She said anyone who has traveled to Guiana, Liberia,
Mali, and Sierra Leone within the last three weeks is at risk.
Dr. Chapman detailed the symptoms of the disease, the CDC
screening guidelines, and testing. She stated there is
currently no vaccine for Ebola and treatment 1is not really
treatment but supportive care. Dr. Chapman described the
isolation protocols and Florida’'s rapid response plan. She
noted they are working closely with the military which also has
a very detailed plan in place.
Dr. Chapman concluded by telling everyone to be prepared for the
flu season, encouraging everyone to get a flu shot.
