STATEMENT OF ISSUE: Consideration of a request from Timothy Sullivan, owner of
Boomer Beach Fitness, LLC, to obtain a Qualified Beach Vendor Certificate to conduct boot
camp workout sessions on the public beach behind Veranda Condo on Okaloosa Island.
BACKGROUND and ANALYSIS: Timothy Sullivan, owner of Boomer Beach Fitness, LLC,
has provided all requirements specified in Ordinance No. 13-07, County Recreation Areas,
Section 8: Commercial Activity on Public Lands, to obtain a Qualified Beach Vendor Certificate
(QBVC). Granting this request will permit said business to conduct boot camp workout sessions
on the public beach behind the Veranda Condo on Okaloosa Island in accordance with any
exceptions, restrictions, or provision the Board may impose. To date the Board has approved the
following type of beach vendors: beach chair and umbrella rentals, beach wedding planners,
beach photographers, a yoga instructor, and a volleyball club.
The "Boot Camp" are exercise classes that consist of aerobics, core, and body weight workouts.
These workouts will be held on the beach in the morning or late evening when the beach is less
crowded. No special equipment or vehicles will be required on the beach.
This request is for a new business to operate on the County Beach.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Request Board consideration to award a Qualified Beach Vendor
Certificate (14QBVC0045) to Timothy Sullivan, owner of Boomer Beach Fitness, LLC to
conduct exercise related classes on County beaches.
