BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 6, 2015 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Temporary Staffing Agency Contract - Pacesetter DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to amend the existing temporary staffing agency contract with Pacesetter Personnel Services and authorize the payment of current invoices in the Growth Management Department. BACKGROUND: Temporary staffing agencies are used primarily to fill temporary vacancies due to turnover and extended absences, and sometimes to augment current staffing during times of heavy workload. Outsourcing staffing allows for quick assistance and helps to reduce costs compared to regular budgeted positions with benefits. Funding for these services comes from budgeted funds within the user departments. The primary changes in this contract are to update the bill rates for the current position classifications and to add two new position classifications. The addition of the two new position classifications will provide assistance with construction inspections and plans reviews in the Growth Management Department. In November 2014, the Growth Management Department had an immediate need to supplement their construction inspection and plans review services due to unforeseen employee absences and additional workload. When it was determined that Pacesetter Personnel Services could provide the needed services, the Growth Management Department engaged an employee from that temporary agency without an updated bill rate in the contract. OPTIONS: Approve/Disapprove RECOMMENDATIONS: 1) Approve amendments to the existing temporary staffing agency contract with Pacesetter Personnel Services and authorize the Chairman to sign the contract; and 2) authorize payment of the invoices from November 10, 2014 to January 6, 2015 for the services received by the Pacesetter Personnel Services employee in the Growth Management Department in accordance with the bill rates listed on the attached amended temporary staffing agency contract. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
