BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 19, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Constantine Task Order 58 Revision 1
DEPARTMENT: Water and Sewer
BCC DISTRICT: Five
STATEMENT OF ISSUE: This revision to the original scope of services for this task order
includes additional professional engineering and technical services required to design, permit,
and manage the construction of a 5,400 linear feet of 10” force main to convey wastewater from
the Lancaster Estates area to the new Meigs-Seminole Sewer Pump Station. This new force
main is required to reroute the flows that currently discharge to the Rocky Bayou Sewer Pump
Station. In addition, the scope of work was increased to modify the design of the Meigs-
Seminole Sewer Pump Station, to evaluate a location for a proposed repumping station and cost
for additional bid services associated with multiple sets of bid documents. This revision to the
original Scope of Work for this task order has been developed and negotiated with Constantine
Engineering per the terms of our Master Services Agreement to perform these services, and
requires approval by the Board of County Commissioners. Revision 1 to Task Order 58 is
attached for your review.
BACKGROUND: OCWS authorized Constantine Engineering to evaluate the major
wastewater conveyance system serving the East County Service Area, including the White Point
Road, Meigs-Seminole, Rocky Bayou and Post Office Sewer Pump Stations (SPSs); and the
primary force main running from the Bluewater Bay Area to the NV Regional WWTF. In May
of 2008, Constantine Engineering provided OCWS staff with a technical memorandum (TM),
“Bluewater Bay Wastewater Collection and Transmission System Evaluation”. This TM
included an evaluation of each of the facilities and provided recommendations for repairs,
upgrades and improvements necessary to extend and expand the capacity of the system. The
evaluation considered current and future capacity needs, as well as potential capital costs and life
cycle costs associated with the recommended improvements. In this evaluation, the upgrade and
replacement of the force main that conveys wastewater from the Meigs-Seminole SPS to the
Rocky Bayou SPS to the Post Office SPS was identified as a priority for potential cost savings
and meeting regulatory design requirements.
Based on the recommendations, OCWS negotiated with Constantine Engineering to design
approximately 22,000 linear feet of new 16” force main and upgrade the Meigs-Seminole and
Rocky Bayou LS to allow OCWS to pump all of the flows received from the Bluewater Bay
Service directly to the NV Regional WWTF and permanently removing the Post Office LS from
operation. The design also included additional flow capacity and redirecting all of the flow away
from the highly congested section of Hwy 20.
In January of 2012, Constantine Engineering was issued Task Order 58 to upgrade the Meigs-
Seminole SPS and upgrade the last remaining undersized portion of the force main,
approximately 1,000 linear feet. During the evaluation phase of the design, Constantine
determined that all flows received from the Bluewater Bay Service Area could be pumped
directly to the NV Regional WWTF and completely by-pass the Rocky Bayou SPS, providing an
additional O&M cost savings. However, it was determined that wastewater received from the
Lancaster Estates area is also currently pumped to the Rocky Bayou SPS and would need to be
rerouted or upgrades would need to be made to the three existing pump stations and force mains.
It was determined that the most cost effective method would be to reroute the Lancaster flows
directly back to the Meigs-Seminole SPS. OCWS identified two potential routes, SR 20 in
FDOT right-of-way or through an easement from the US Department of Agriculture (Rocky
Bayou State Park). The SR 20 route was recently selected after the State Park easement was not
obtainable.
The original scope of service under this task order did not include engineering services to design
the force main to reroute flows from the Lancaster Estates area to the Meigs-Seminole SPS. The
attached revision to Scope of Services from Constantine Engineering includes the necessary
work tasks to complete the design, permitting and additional services during construction and
resident observation services for a new 5,400 linear feet of force main and associated connection
requirements. The Scope of Work is also being modified to increase the number of bid
documents from one to four. In constructing large sewer pump stations, we have realized a cost
savings by bidding out the major components of the pump station equipment separately; 1)
pumps/wet well, 2) motor control center & control panel, 3) generator, and 4) electrical building.
The revised Scope of Work includes the bid phase services on these four bids, and also includes
the evaluation of a location for the East County Repump Station, which will serve as a "booster
station" in between the Meigs-Seminole SPS and the Eglin Main Base SPS.
The attached East County Master Sewer Plan depicts the location of this proposed Hwy 20 force
main, which is shown as Phase 8. Note that engineering services for Phases 6 and 7 on this plan
are in the original Task Order 58. This Revision 1 to Task Order 58 negotiated with Constantine
Engineering increased the Not to Exceed budget ceiling from $86,000.00 to $125,200.00. OCWS
has budgeted $1.7M in FY2013 and FY2014 combined for Phases 6-8. These three phases are
funded with the $15M 2012 bank loan.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
Revision 1 to Task Order 58, adding $39,200 in scope of work, for a total not to exceed fee of
$125,200.00 with Constantine Engineering.
