BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 5, 2016
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Approval of the 2016 Overlay List and a Task Order for the 2016 Cold-
Mix Road Preservation List
DEPARTMENT: Public Works
BCC DISTRICT: 1 & 3
STATEMENT OF ISSUE: Public Works staff annually provides a list of existing cold-mix
roads proposed for preservation treatments to the Board of County Commissioners for
consideration and approval. Traditional roadway overlay work is performed using in-house staff,
but alternative preservation techniques used on cold-mix roadways require the services of an
outside contractor. This request is for approval of a task order with the County's contractor and
the associated 2016 Overlay/Cold-Mix preservation list.
BACKGROUND: Asphalt Paving Systems, Inc is the contractor tasked with providing
alternative road preservation techniques based upon staff recommended surface treatments.
Treatments associated with this contract (C16-2369-PW) are utilized on cold mix roadways with
the intent to preserve the existing roadway surface. Inherently, cold mix roadways do not have
the service life of traditional hot-mix asphalt roadways; however, utilizing a surface treatment
can significantly improve the roadway life at a minimal cost. Work on roadways scheduled to
receive a traditional overlay of hot-mix asphalt is performed by in-house staff.
Staff evaluates roadways considering the variety of treatment options available from the
contractor and/or in-house services. Treatment options available from the contractor include chip
seal, double chip seal and fog seal. For a road to be considered a viable option for chip seal or
double chip seal, it must be an existing cold mix prepared roadway. Fog Seal treatments are
used as the final surface wearing for chip seal and double chip seal methods.
Placement of a single or double chip seal is most effective when the road shows minor to
moderate loss of stone retention and no indication of a base failure. Chip seals typically do not
improve the ride quality (smoothness) of the road, rather this treatment is intended to prevent the
road from further deterioration. Application of a fog seal will bind stone further extending the
roadway life. These alternative surface treatments extend the life expectancy of the roadway at a
significantly lower cost than the traditional overlay. Utilization of these alternatives maximizes
the funds allotted for road preservation.
This list of roadway segments provided herein identifies candidate road segments for traditional
overlay treatments (to be performed by in-house staff) and alternative surface treatments of cold-
mix roads. These segments have been identified as those of the most critical need within each
district, taking into consideration the funding available.
OPTIONS: Approve/Disapprove Task Order 1 and the associated overlay/cold-mix road
preservation list.
RECOMMENDATIONS: Request approval of Task Order 1 for the not to exceed amount of
$174,111.11 to Asphalt Paving Systems, Inc. under contract C16-2369-PW and approval of the
associated 2016 road resurfacing list.
