Beedie, Acting City Manager From: Michael Beedie, Engineering & Utility Services Director Date: June 12, 2012 Subject: CRA Development Assistance Grant Program 1. BACKGROUND: I. I. On April 10, 2012, the CRA Board unanimously recommended approval of four prioritized economic incentive programs, including the CRA Development Assistance Program. 2. DISCUSSION: 21. The CRA Development Assistance Program offers funding to businesses or developments who wish to relocate to or expand in the City' s CRA District. Originally, the program was developed to offer $ 10, 000, but after evaluation of the average development fees that accompany applications ($ 3, 500- $ 14, 000), Staff revised the program guidelines to allow a request of up to $ 20, 000 to be approved per the City' s current Purchasing Policies for expenditures with larger projects being forwarded to City Council for review and approval. 2.2. The program funding covers development fees such as building permit & inspection fees, water & sewer impact fees, and water & sewer connection fees associated with the new or expanding business. 2. 3. Eligible projects include multi- family housing, commercial, light manufacturing/ industrial, technology, and service industries. 2. 4. Upon City Council approval of the program, Staff will advertise and solicit for applications, which will be reviewed for eligibility. Upon a determination that the project meets all of the criteria and approval by either Staff or City Council, the funds covering the development fees will be transferred from the CRA Economic Incentive Program account to the appropriate revenue account for the type of development fee on behalf of the applicant. 3. FINANCIAL INFORMATION: 3. 1. In the FY 2011 - 12 CRA budget, a total of $217, 936 is allocated towards Economic Incentive Programs. The funds will be awarded based on eligibility on a " first come, first serve basis" shared along with the other economic development incentive programs. 3. 2 There was also $ 500,000 in funding allocated to the Economic Incentive Programs in the FY 2010 -11 CRA budget. A budget amendment will be required to record the use of these funds as incurred. Paxket Pg. 80 14. 2 City ENGINEERING Council of Fort Walton Beach 0 To: & UTILITY SERVICES MEMORANDUM Michael D.
