To: | Ernie Padgett, County Administrator
From: || Jeff Littrell, Water & Sewer Director
Subject: Request to reallocate FY2014 Approved Capital Outlay Funding
Date: | November 4, 2013
This is|a abel up from our meeting and conversation last week. The Okaloosa County
Water & Sewer Department is requesting to reallocate up to $200,000.00 that was approved
for a néw |excavator (Construction Division) in the approved FY2014 Capital Outlay Budget
(Acct 411-4101- -564302). The purpose for the request is to procure a new 100hp
Bobcat/John Deere Skid Steer Loader w/ “Bob-Tach” quick change cutter head attachment.
This equipment will be utilized for land clearing and maintenance of utility easements for the
Construction and Maintenance Divisions. In addition, with the potential purchase of
additional javailable “Bob-Tach” quick change attachments, this equipment may provide a
wide range of options in future construction and maintenance projects. Before any final
decisions jare made about initiating the competitive bidding process for the loader and
attach Ss, the department intends to set up live field demonstrations with competing
manufactures of this type of equipment.
The department has reviewed the amount of hours (2,935 hrs for 08Q18200 and 5,835 hrs
for 01Q13999) on our two existing John Deere 270 Excavators and we feel that the 2001
excavator will continue to function through the FY2016 Budget year. In FY2017, additional
funding will be available for the purchase of a new excavator. If the 2001 Excavator fails to
meet i lemands before then, the department will consider a rebuild of that piece of
equipment. The department has implemented this philosophy in the past with a rebuild of the
1998 V ote r Truck and the Tanker ruck.

Subject: Demonstration of skid steers with cutter head
Chad Stewart conducted demonstrations of two brands of skid steers w/cutter heads, late November.
John Deere — a demo of approximately 4 hours was conducted near General Bond Blvd. and observed the inability to
grind anything larger than a 4” diameter tree and had trouble with any trees of larger size and would bog the machine
down. Maneuverability was slow on demand and had trouble in sandy soils.
Bob Cat — a demo of approximately 8 hours was conducted in the same location and observed the ability to grind a 12’
Oak w/little to no effect on the machine. Maneuverability was far superior to the John Deere (under pressure).
Conditions included sandy areas and the machine was not affected by the terrain. Travel speed was considerably faste
compared to the John Deere.
Caterpillar —An attempt to conduct a demonstration of this brand was not successful to the non availability of the
machine, at the time.
