APPROVED: MAYOR: ATTEST: CITY CLERK ddm I ---- CITY COUNCIL MEETING Consent Agenda Request to authorize the City Manager to solicit requests for proposal to master plan the Fairgrounds/ Softball Complex City Manager) Council Action 1st 2nd Vote: CA- 2 Agenda Item Number: CITY OF FORT WALTON BEACH COMMUNITY DEVELOPMENT SERVICES DEPARTMENT MEMORANDUM Date: April 19, 2006 To: Joyce Shanahan, City Manager L ;/ Jt'YV v r Through: Missy McKim, CDS Director } yvrr-, From: Len Mitchell, Planning Manager & V Subject: Master Plan for Fairgrounds/ Softball Complex BACKGROUND: The CDS Department has placed an agenda request for "Consideration of a Request to authorize the City Manager to Solicit Requests for Proposals ( RFP) to Master Plan the Fairgrounds/ Softball Complex" . The City has purchased, and will have completed the annexation process on April 25, 2006, 1940- 1950 Lewis Turner Blvd ( Fairgrounds/ Softball Complex). The next step is to complete the process of designating a proper future land use and zoning classification. In order to establish those designations the City must decide what future uses the property will be put to. A consultant should be retained to accomplish a master plan to assure that the property will be utilized for its highest and best use. In addition the City Council at their workshop on April 11 , 2006, directed the City Manager to meet with the County Administrator regarding the County's needs for a site for a proposed Judicial Center. The Manager reported: In summary we discussed the following: 1. The County has schematic drawings completed for as-story 75' tall, 150, 000 square foot building with surface level parking. This particular configuration is expected to take 10 acres and represents their needs projected to 2016. They estimate they will need another 30, 000 SF building space by 2026. 2. If the schematic were to be revised to reduce the height of this building to 50' and about 3- stories, it is estimated it would have a building footprint of 15 acres. 3. The County believes the fairgrounds/ softball complex is suitable for construction and is located adjacent to roadways to handle the traffic flow of this facility. 4. The "downside" of the fairgrounds/ softball complex is that there is the fair and City softball facilities arise if currently located here. The county isn' t interested in entering into any controversy that may the fairgrounds area is chosen as the designated site. 5. The County would prefer to purchase the property as opposed to a long- term lease. NO figures were discussed. 6. The County prefers surface parking as opposed to a parking structure, but would not rule that out. 1:+ rI= ' 7. The County does have the option of rebuilding on the existing Shalimar Courthouse site but this will be more costly and will need to be phased in. The county has agreed to ask their architect HLM to overlay their existing schematic building footprint over the fairgrounds/ softball complex site with 2 locations, one in the southwest corner of the fairgrounds parking area and the other over softball complex so that we can have an idea of how and if it fits the site. The City will need to determine what it wishes to do with this site; with or without the prospects of a County Judicial Center. My recommendation would be to undertake a master planning process if the City wishes to consider future uses of this property other than the currently prescribed uses. A well- conceived master plan is both visionary and feasible. It is an essential tool for shaping the city's vision for this 42 acre- parcel; inclusive of the citizens' aspirations for this land. Master planning is essential for establishing short- and long- term goals. A well- crafted master plan will establish priorities, set a framework from which decisions flow, and specify funding parameters. A master plan can organize and analyze future projects. In addition the Master Planning process should actively seek citizen involvement through a Charette or a similar planning process. I don' t believe we can accomplish this on a staff level and would require outside assistance from a full- service architectural firm or planning firm. Because no funds are currently budgeted to undertake this process I plan to agenda this item for Council consideration at the April 25th meeting; whereby staff will seek authorization to solicit bids for firms interested in providing master planning services for this parcel; unless of course, I hear differently from each of you". The City Manager has outlined the reasons for the master planning effort above. In addition, the City is not postured to be able to move forward with proper future land and zoning decisions until such planning is completed. RECOMMENDATION: Authorize the City Manager to Solicit Requests for Proposals ( RFP) to Master Plan the Fairgrounds/ Softball Complex. rt:!.~ 6) ~ I CITY COUNCIL MEETING Public Hearing Agenda Consideration of an Ordinance ( 1685) relating to the annexation of a parcel of land in the unincorporated area of Okaloosa County having the physical address of 1940- 1950 Lewis Turner Boulevard Second Reading) ( CDS Director) Council Action 1st 2nd Vote: PH - 3 Agenda Item Number: 1 ORDINANCE 1685 2 3 4 AN ORDINANCE OF THE CITY OF FORT WALTON BEACH, FLORIDA; 5 RELATING TO THE ANNEXATION OF A PARCEL OF LAND SITUATED IN 6 THE UNINCORPORATED AREA OF OKALOOSA COUNTY IN THE SOUTH % 7 OF SECTION 26, TOWNSHIP 1 SOUTH, RANGE 24 WEST AND HAVING THE 8 PHYSICAL ADDRESS OF 1940- 1950 LEWIS TURNER BOULEVARD; 9 MAKING FINDINGS OF FACT; AUTHORIZING THE PETITION FOR 10 ANNEXATION; ANNEXING THE DESCRIBED PROPERTY PURSUANT TO 11 LAW AND REDEFINING THE MUNICIPAL BOUNDARY; AND SErnNG AN 12 EFFECTIVE DATE. 13 14 NOW THEREFORE.
