The City of Fort Walton Beach provides law enforcement services to multiple businesses and schools in which they will respond in the event of a mass shooting. It is a common practice for businesses and schools to secure all doors and windows as a part of the" lockdown" procedures, which limit the movement of criminals. Lockdown procedures currently in place prevent first responders from quickly entering the building to identify and stop active threats. Time is critical in the response to prevent the shooter from targeting victims and to render aid to the injured. All officers are trained on active shooter response techniques, with a priority that focuses on immediate entry and engagement of suspects and rendering immediate aide to victims. In correspondence with Fort Walton Beach Police Department( FWBPD), the City of Fort Walton Beach EMS and Fire Department rely heavily on law enforcement to gain entry and stop the attacker in order for them to provide aid to the victims. Scope of Work Our agency is seeking funding to purchase and equip patrol supervisors with breaching equipment to ensure quick access to the scene of an active shooter or other emergency. We also plan to purchase rifle- rated ballistic shields to protect our officers and the victims in a case where there is no safety. We believe this will allow our personnel to deliver timely law enforcement services to stop the attacker and render aid to the victims.
