STATEMENT OF ISSUE: Requesting approval to award the bid to Empire Truck to purchase a
new 2015 Truck w/Diesel Engine and Outside Rail Roll Off for $148,854.00.
BACKGROUND & ANALYSIS: Public Works - Solid Waste/Recycling Division requested a
bid for new 2015 Truck w/Diesel Engine and Outside Rail Roll Off. Bids were solicited and a
total of five (5) bids were received. Empire Truck was determined to be the lowest bid on a
Galbreath Western Star 4700 truck which best met the required specifications at a total cost of
$148,854.00. Staff requests Board approval to award the bid for a New 2015 Truck w/Diesel
Engine and Outside Rail Roll Off for $148,854.00. This purchase has been approved by
Purchasing, Fleet and Public Works staff. A requisition will be processed when/if the Board
approves the award of the bid.
Originally the purchase of a roll-off truck was budgeted in FY 14 as a Compressed Natural Gas
(CNG) powered vehicle at $152,000 in anticipation of a potential for siting of a fueling station in
the north PW yard by Okaloosa Gas. When Okaloosa Gas determined that it was not feasible to
assist with the development of a CNG fueling station it was too late to procure a traditional
diesel truck in FY 14 therefore the budgeted funds were rolled into the FY 15 budget as part of
reserves. Since the diesel vehicle was not specifically identified as a budgeted item for FY 15,
staff is requesting the use of reserve funds from the Solid Waste/Recycling division to purchase
the vehicle. Current reserve figures are in excess of $900,000; these funds include the rolled
over funds of $152,000 from FY 14.
This truck will be replacing a 95 model roll-off that has a lot of wear & tear on it. The roll-off
truck is a real work horse for our section as it is used in hauling drop-off recyclables, scrap
metal, garbage from our haz-waste facility, construction and demolition debris, and hauling for
other county departments (FM, W&S, RD, TDD).
OPTIONS: Approve/Deny to award the bid to Empire Truck to purchase a New 2015 Galbreath
Western Star 4700 Truck w/Diesel Engine and Outside Rail Roll Off for $148,854.00.
RECOMMENDATION: Staff recommends approval to award the bid to Empire Truck to
purchase a new 2015 Galbreath Western Star 4700 Truck w/Diesel Engine and Outside Rail Roll
Off for $148,854.00. Approval includes the use of reserve funds from the Solid
Waste/Recycling division for the purchase.
