H.E.R.O. Feedback - Attachment
Public Works has a similar policy to FDOT regarding installation of a Memorial Sign if there has
been a fatality on a roadway in which a family member can request the installation of the sign.
It is customary for staff to contact a family member to allow them to be present during the
installation of the sign. Rocky Lucas passed away on Kennedy Bridge as a result of a motorcycle
accident. Sam Sims, Sign Tech, contacted Linda Lucas, the deceased’s sister, to be present
when he installed the memorial sign. When Ms. Lucas arrived she was very emotional. She and
her brother Rocky were very close and his loss was difficult for her. While Sam installed the
sign, he noticed that Ms. Lucas was so distraught that she was not watching for on-coming
traffic and was concerned for her safety. When Sam had completed the installation he spoke
with Ms. Lucas and left. She was still very emotional and was having a terrible time dealing
with the situation. Sam had only gone a mile or so down the road when decided, for Ms. Lucas’
safety, it would be best to turn around and go back and check on her. When he got back to the
bridge Ms. Lucas was still very upset. Sam helped her move to a safer area. Ms. Lucas was very
appreciative of Sam’s concern for her and sent him a card expressing her gratitude. She said
she had been standing on the bridge crying and a number of people had passed her by without
stopping to see if she was okay. She felt Sam’s returning was extremely kind and said that it
had touched her more than he would ever know. We would not have expected any different
from Sam based on his typical courteous and caring attitude. We appreciate the opportunity to
recognize Sam’s willingness to be there for Ms. Lucas and go above and beyond to ensure her
safety.
