MEMORANDUM
DATE: July 26, 2007
TO: Joyce Shanahan, City Manager
FROM: David Jenzen, IT Director
SUBJECT: REQUEST FOR WAIVER ON PURCHASES OF P, C. EQUIPMENT
BACKGROUND
On November 10, 1998 City Council approved a waiver of the bid process for fiscal year 1998- 1999 for
computer related purchases greater than $ 20,000. The waiver has been used when making bulk
purchases greater than $ 20,000 with individual computer related items costing less than $ 20, 000 each.
During the budget workshop meetings in the succeeding years this same request was made and
approved by City Council.
DISCUSSION
On November 8, 2005 City Council adopted Ordinance 1670 on second reading which increases the
amount of purchases required to undergo public advertisement and competition from $ 12, 000 to $ 20, 000.
The information technology environment is very dynamic and prices could increase/decrease during the
bid process. Staff recommends continuing to waive the bid process and achieving the best value for the
City by requesting quotes from at least five vendors.
RECOMMENDATION
1. City Council approve a waiver of the bid process for computer related items when the collective value
of multiple items is greater than $ 20, 000 and that the City Manager be authorized to approve these
procurements.
2. Replace the bid process for computer related items with a written request for quote to be sent to a
minimum of five vendors.
I request that this be brought before City Council during the budget workshops when discussing the IT
