SUBJECT: Quotes in Lieu of Bids for the Cell Phone Waiting Parking Lot Area
DEPARTMENT: Airport

STATEMENT OF ISSUE: Airport staff requests the Board of County Commissioners' approval
to authorize the Purchasing Department to solicit quotes in lieu of formal bids for minor curbing,
entrance lane modifications and signage to form a new Cell Phone Waiting Area Parking Lot at
Northwest Florida Regional Airport. Approval for the Purchasing Department to solicit quotes
will enable the Airport to complete the project in time for spring break traffic increases.
BACKGROUND: The Cell Phone Waiting Area Parking Lot design, bid and construction of
improvements was approved by the Board of County Commissioners on November 5, 2013. Cell
Phone Waiting Areas are an emerging trend among commercial service airports that facilitate
traffic and pedestrian safety, airport security and efficient convenient pickup for the traveling
public. Four potential locations were studied to determine efficiency and costs.
OPTIONS: Approve or Deny
RECOMMENDATIONS: Airport Staff recommends Board of County Commissioners'
approval for the Purchasing Department to solicit quotes in lieu of bids for the Cell Phone
Waiting Area Parking Lot project.
