ENGINEERING & UTILITY SERVICES
MEMORANDUM
Robert T. Mesons, City Manager
From: Michael Beedie, Engineering & Utility Services Director
Date: May 8, 2012
Subject: ITB 12 -018 Sewer Tractor with Front Loader
BACKGROUND:
I. I. The FY 2011 - 12 budget for Sewer Collections includes replacing one ( 1) 1969
Caterpillar Backhoe (Vehicle No. PW -3) with a new Diesel Tractor with a Front Loader
attachment to remove sludge, grit, and grease generated by the cleaning of sanitary
sewer mains and lift station wet wells.
2. DISCUSSION:
2. 1. On March 13, 2012, the Purchasing Division issued Invitation to Bid No. 12 -018 for the
Purchase of a 50 hp Diesel Tractor with Hydraulic Front Loader. On April 17, 2012,
two ( 2) vendors submitted bids to provide the requested equipment.
2. 2. The two ( 2) vendors that submitted bid packages were as follows:
2. 2. 1. Wise Equipment of Crestview, Florida - Bid Price= $ 26, 883.
2. 2. 2. Ocala Tractor, LLC of Ocala, Florida - Bid Price= $ 26,359.
2. 3. The minimum specifications included a Kubota MX 5100 H &T 4WD 50 hp Diesel
Tractor with a Kubota LA844 hydraulic front loader attachment or equal unit. As with
all ITB packages, if a vendor takes exceptions to any of the specifications, the
exceptions must be noted on company letterhead with an explanation of why the
exception was taken.
2. 4. After reviewing the bid packages, it was determined by the Purchasing Division and
staff that Wise Equipment is the lowest responsive, responsible bidder for ITB No. 12-
018.
2.5. The apparent low bidder, Ocala Tractor, LLC did not meet the required specifications
for providing a tractor with a Diesel Turbocharged, Liquid Cooled Engine, a net
horsepower of 50.0 hp, and did not provide sufficient information to determine whether
their tractor met the other requirements. They also did not provide a letter from the
company taking any exceptions to the specifications.
2.6. The City also owns two ( 2) other Kubota tractors in the Recreation & Cultural Services
Department, so maintenance will be standardized.
3. FINANCIAL INFORMATION:
3. 1. The FY 2011 - 12 budget for Sewer Collections includes $ 28,000 to purchase new
equipment for removing the grit, sludge, and grease. This funding is available in
