Subject: 2013 -23 - FY 2013 - 14 Tentative Millage Rate
1.
1. 1. Chapter 200 " Determination of Millage" of the Florida Statutes sets a statutory
timetable for the calculation and notification to the public of the process to set ad
valorem tax millage rates and adopt a budget.
1. 2. The City shall between 65 - 80 days from when the Property Appraiser certifies the
value of real property in the City of Fort Walton Beach ( July I" or actual date,
whichever is later) hold a public hearing on the tentative millage and budget. The
City' s property value was certified on June 21, 2013, and therefore the public hearing
must be held during September 3' — 18' h.
2. DISCUSSION:
2. 1. The 2013 gross taxable property value for operating purposes is $ 1, 128, 838, 962, an

adjust the adopted millage rate without a public hearing if the final taxable value varies
by more than one percent from the preliminary taxable value. The taxes computed by
applying the adjusted rate to the final taxable value must equal the taxes computed by
applying the adopted rate to the preliminary taxable value. The City' s variance does not
typically exceed one percent.
3.
3. 1. Staff respectfully recommends City Council adoption of Resolution 2013 -23 to adopt
the tentative millage rate for the fiscal year October 1, 2013 through September 30,
2014. As the Department of Revenue requires specific language and procedures, a
script for the Mayor to follow is attached.
3. 2. Staff respectfully recommends City Council authorization for the City Manager to
administratively adjust the adopted millage rate without a public hearing if the final
taxable value varies by more than one percent from the preliminary taxable value,
provided that the total taxes generated remains unchanged. Staff does not anticipate
this being necessary.
