A total of two bids were received and a tabulation of the bids is enclosed herein as Attachment A for your reference. The total bid amounts are summarized as follows: Bidder Total Bid 1. Thomco Enterprises, Inc. $874,139.00 2. GLC Contracting, Inc. $1,133,777.00 As stated on the bid schedule “the Basis of Award shall be the Total Bid Amount, price and other factors considered.” Based on our review of the submittals by the two bidders, Thomco Enterprises, Inc. appears to be a responsible contractor with the lowest Total Bid Amount. We have reviewed the scope of work with Thomco Enterprises, Inc. and have confirmed their understanding of the project. After reviewing of the bid proposals submitted by both bidders it was identified that several items were not included in the proposals. Based on the recommendation of the Okaloosa County legal staff the bidders were given an opportunity to complete their bid packages. The attached bid tabulation summarizes the bids as submitted on June 25, 2015 and the additional information provided as requested on June 29, 2015. On June 29, 2015, Okaloosa County Development Corporation’s board of directors reviewed the bid proposals. On June 30, 2015, the board of directors recommended that the contract be awarded to Thomco Enterprises, Inc. Notwithstanding the County’s final review of the complete project documents and legal review of bid forms, we recommend award of the Palm Village Apartments Development contract to Thomco Enterprises, Inc. at the bid amount of $874,139.00, subject to available funding and concurrence by the Okaloosa County Board of County Commissioners.
