STATEMENT OF ISSUE: The Department of Airports requests acceptance by the Board of
County Commissioners of Supplemental Joint Participation Agreement (SJPA) Number One (1)
which amends the scope of the project without any change in funding.
BACKGROUND: The original Joint Participation Agreement (JPA) scope included Terminal
Flooring Upgrade and Parking Lot Lighting Improvements at the Destin - Fort Walton Beach
Airport (VPS) for an estimated cost of $664,772 with Florida Department of Transportation and
Local Match funding of $332,286 each, since it was deemed maintenance as opposed to capital
and hence, ineligible for Federal funding. This amendment adds scope to widen the central
walkway to the Destin-Fort Walton Beach Airport (VPS)Terminal with brick pavers with no
additional funding required. The attached Signature Resolution was updated with recommended
changes by Legal.
OPTIONS: Approve, Disapprove, Table.
RECOMMENDATIONS: Staff recommends acceptance of the grant offer, and approval for
the Chairman to execute the Supplemental Agreement Number One (1) and the required
Signature Resolution.
