BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 6, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Approval for New Position in the Purchasing Department DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to add one Media Buyer (N69 $15.36 - $25.34) position to the Purchasing Department in support of the Tourist Development Department's new in-house marketing team. This new position will be funded 100% from Tourist Development Department, but will report to and be located with the Purchasing Department. BACKGROUND: On February 2, 2016, the TDD obtained the Board's conceptual approval to bring its marketing function in-house. Since that time, we have 1) created a Deputy Director of Sales & Marketing, Digital Marketing Strategist, Sports & Events Sales Specialist and Public Relations Officer either through requesting additional positions or reclassifying existing positions; 2) advertised, recruited and extended offers in support of these new positions; and 3) created new or modified existing policies in support of bringing the marketing function in-house. During the review of the Tourist Development and Purchasing policies, it has been determined that the volume of work to be done in-house instead of through a third-party will exceed the capabilities of the current Purchasing Department staff; therefore, necessitating a request to add a position in the Purchasing Department to handle the additional workload. The Human Resources Policy states “The establishment of additional positions not approved through the budget process shall be coordinated through the Human Resources Department and will be accomplished at the discretion of the County Administrator upon approval of the Board.” In an effort to begin the recruitment process for the requested position as soon as possible to support the establishment of an in-house marketing division and since the TDC has approved the overall marketing division concept, we request the position be added in the middle of the budget year. Mr. Schroeder intends to brief the TDC on the Board's action at its next meeting on July 21, 2016.
