Sale or Lease A decision of whether to sell or lease the property is one of the first issues that must be decided, assuming Council desires to forward with presenting an option to move the Board of County Commissioners. Some conditions may be applicable. 1. If sold, the property should remain in the corporate limits of the City. 2. Whether there is a decision to sell or lease, a proviso should be added to ensure that the property is used for public purpose now and in the future. 3. The City would have first right of refusal to repurchase property. 4. Water and Sewer service area for this property will remain with the City. Price per Acre The City purchased the property on Lewis Turner Blvd for $ 4. 0 million and the sales analysis utilized to develop the appraisal showed adjusted sale prices ( between May 2002 and May 2004) of $ 83, 364/$ 228, 571 per acre. The per acre purchase price for this property was $ 93, 963. ( Attachment C). Although the property was valued as one 5Th ere have been some questions about the extent of usage of the softball fields. Council Request 31- 2006 dated April 25, 2006 addressed that issue and is provided as backup. In addition, this information was updated by staff and shows comparative figures for the last three years. ( Both are available as Attachment A.) Page 3 unit, certain values were ascribed to different portions, mostly based on their front footage to Lewis Turner Blvd. Unit 1 - Fairgrounds - $ 1.00 million 1 $ 43, 822 per acre Valued as vacant and restored 22. 82 acres and included most of the fairgrounds and their improvements. This portion has frontage along Lewis Turner Blvd. Amenities in lieu of Dollars The Council should determine whether they are interested in offsetting a portion or the entire estimated sale price for certain amenities. For example, construction of community center, a parking garage, joint participation in a recreation complex, softball fields, emergency management, etc. Other Issues conditions that the City Council wish to add to the Any other issues or may agreement. CONCLUSION: The City Council should determine if they desire to make a formal offer to the County for the sale or lease of City property for the purpose of constructing a Judicial Center Annex Expansion. If they are so inclined a motion should be brought forward. If Council is interested in making a formal offer, determine whether Master Planning offer; and provide the City Manager process should proceed independent of the formal site location, sale lease, price per acre, amenities in specific direction with regard to or lieu of dollars and any other issues of interest to the City.
