issue on a site plan showing the entire shopping center in relation to adjoining street. 3. As was brought up by some CRA Board members when they reviewed the conceptual plans, safety is a major concern. The fact that the park is located between drive aisles for back- up parking is the primary issue. Please address these safety concerns possibly in the following ways: a. The drive aisle between the parking spaces and the park' s curbing is 16 or 17 feet in width. Consider striping at the 12' required drive aisle width to give the perception of a smaller lane for vehicular access and using stamped asphalt or pavers for the 4- 5' " pedestrian walk." b. Consider installation of an open style fence 3-4' in height along the entire perimeter of the park, with gates at all pedestrian entrances. c. Where the pedestrian entrances are located, consider installing intersection humps" raised to the level of the curbing. 4. Although there are handicapped spaces located throughout the shopping center parking lot, there are none shown near the park. Please add one or two spaces, perhaps across from the car " drop- off" area using the raised intersection hump. Utilities Department comments: 1) The water and wastewater demands listed on the Concurrency Forms shall be verified and revised as necessary. The estimated flows seem low for two restrooms and a fountain. 2) The Utility Plan shows 455 linear feet of proposed 2" water service main coming from the south. The plan should indicate the tie-in point to the south and whether the connection will be to an existing or proposed water main. 3) According to office drawings, there is an available 8" terra cotta gravity sanitary sewer main available as shown on the Utility Plan. The plans show a proposed 6" service line with two new manholes and one cleanout. The Developer shall be responsible for all onsite sewer installation and the connection to the existing sewer main. The sizes and locations of the existing sanitary sewer manholes and mains shall be verified prior to approval of this development. 4) The proposed Utility Plan requires a 6" sewer main connection to an existing 8" gravity sewer main with a new manhole and a 2" water service line with a new 2" water meter, valve, and backflow preventer. Backflow preventers are required on all water service lines and shall be installed on private property. Meters shall be installed in a right-of-way or easement. 5) Water meters are to be accessible to the water meter readers and located in an area not susceptible to heavy traffic, preferably a grassed area, not in a driveway or parking space. 6) It is the responsibility of the Developer' s Engineer to determine if FDEP and/ or FDOT permitting is required for the water or sewer services. Regular Council 8- 8- 06 284 SITE PLAN APPROVAL - CENTRAL PARK AT UPTOWN STATION cont. 7) Water and sewer impact fees shall apply to the new development. The Developer must complete an ERC Determination Form based on the table provided in the impact fee ordinance or estimated water and wastewater flows. 8) Water and sewer connection fees shall be determined when the final utility plan has been submitted and approved. Based on the preliminary utility plan, the connection fees are $ 1, 000 for water and 600 for sewer. This does not include potential fees for pavement or sidewalk cuts or any other additional fees that may be necessary. 9) The development must meet FDEP environmental regulations and FDOT standards for sediment and soil erosion control. The proposed sediment and erosion control measures shall be installed prior to commencement of any demolition of existing structures or construction of the proposed development. 10) The proposed sediment and erosion control measures shall be shown and identified on the Demolition Plan. 11) See list of standard notes to be added to the final plans. The plans shall not be approved until all required standard notes are included on the plans. 12) The pipe material of the proposed 2" water service main and 6" sanitary sewer main shall be indicated on the plans. 13) The construction plans shall include a detail sheet depicting the proposed connection to the sanitary sewer manhole and installation of the water and sewer service mains.
