RE: OCWS Biosolids
Dear Mr. Rivenbark:
We understand that you have been in the process over the past six months or so of obtaining a new FDEP
permit for land application of Class B Biosolids, so that you may continue to receive biosolids from our
Arbennie Pritchett Water Reclamation Facility (APWRF). Condition VI(1)(b) of our APWRF permit
requires that, starting on January 1, 2013, OCWS dispose of biosolids at a site that has been permitted in
accordance with 62-640, Florida Administrative Code. From talking with FDEP about your permit
application, we understand that they sent R & E Farms a Request for Information (RFI) on September 13,
2012. As of today’s date, no permit has been issued or re-submittal has been made; therefore, we are
concerned that R & E Farmsmay not have the required permit before January 1, 2013. We have a
responsibility to the public, and our customers, to ensure that we have a permitted land application site
where we can dispose of our biosolids.
Due to the concerns mentioned above, we are pursuing a contract with a permitted entity that can also
provide transportation and/or removal of our biosolids. This contract is primarily intended as an
emergency solution; however, it may develop into a longer term solution. This letter serves to notify you
of our concerns and of our intent to have two contracts related to biosolids land application. We
appreciate our relationship with R & E Farms over the years, and we would like to continue that
relationship. Please keep us informed as to when your land application sites become permitted in
accordance with 62-640, F.A.C.
Sincerely,
4.
A Lod f Nie
