BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 17, 2015
TO: Honorable Chairman and Members of the Board
FROM: Roland Sims Jr.
SUBJECT: Aviation Advisory Committee Policy
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of amendment to the Aviation Advisory
Committee Policy to broaden its scope of authority to address issues to review proposals relating
to the capacity expansion and enhancement of ancillary facilities of the Destin-Fort Walton
Beach Airport and that it evaluate and provide recommendations to the Board to assure that such
proposed improvements will not interfere with or degrade the mission of the Unites States Air
Force at Eglin Air Force Base and other military facilities within Okaloosa County.
BACKGROUND AND ANALYSIS: The Board at its meeting of February 17th, 2015 approved
the creation of an advisory committee for VPS (Destin-Fort Walton Beach Airport) to consider
proposals of that Airport to assure that they would not interfere with or degrade the mission of
the United States Air Force at Eglin Air Force Base and other military facilities within Okaloosa
County. In reviewing the past actions of the Board, it was determined that an Airport Advisory
Committee had previously been created to evaluate tall structures and other buildings that might
impact upon military operations. That Committee already included representatives of the Air
Force as members. Rather than create a separate Committee, staff has proposed modifying the
policy of the previously formed Committee and expanded its scope to review proposals relating
to the capacity expansion and enhancement of ancillary facilities of the Destin-Fort Walton
Beach Airport and that it evaluate and provide recommendations to the Board to assure that such
proposed improvements will not interfere with or degrade the mission of the Unites States Air
Force at Eglin Air Force Base and other military facilities within Okaloosa County. The
membership of the committee was revised to consist of nine members. These are representatives
of Eglin Air Force Base, Hurlburt Field and Destin Jet. Additionally, there would be five
members appointed by the Board for a term of four years. The final member of the Committee
would be the Board liaison to the Destin-Fort Walton Beach Airport. Under the prior
Committee, there were three standing members that have been eliminated. They are a
representative of staff of the Airport Department, Emerald Coast Aviation and Regal Air, Inc.
(which has now consolidated with Destin Jet). Additionally if approved, a transition from the
old members to the newly appointed member may be required.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Approve the proposed amendment to the policy of the Aviation
Advisory Committee for Destin-Fort Walton Beach Airport to reflect the additional
responsibilities to review proposals relating to the capacity expansion and enhancement of
ancillary facilities of the Destin-Fort Walton Beach Airport and that it evaluate and provide
recommendations to the Board to assure that such proposed improvements will not interfere with
or degrade the mission of the Unites States Air Force at Eglin Air Force Base and other military
facilities within Okaloosa County. Further to amend the policy to reflect the revised
membership.
