BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 17, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: NWFRA Ground Transportation Policy
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff is proposing adoption of the attached ordinance to replace the
current ground transportation policy at the Northwest Florida Regional Airport.
BACKGROUND: On April 26, 1977 the Board adopted Ordinance 77-11, which established
rules and regulations governing the ground transportation operations at the Northwest Florida
Regional Airport. On June 19, 2007, the Board adopted Ordinance 07-29, Attachment 1 to
Ordinance 77-11, which amended the ground transportation policy. In reviewing the current
ground transportation policy, we found significant changes that need to be made. Due to the
extent of changes being proposed, we recommend that the Board repeal the existing Ground
Transportation Policy and replace it in its entirety with the attached policy.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: It is Staff's recommendation that the Board approve this Ordinance
regulating the Ground Transportation Policy at the Northwest Florida Regional Airport.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 17, 2013
TO: Honorable Chairman and Members of the Board
FROM: Rick Owen
SUBJECT: Veterans Park Living Shoreline - Preliminary Design and Environmental
Permitting
DEPARTMENT: Tourist Development Department
BCC DISTRICT: ALL
STATEMENT OF ISSUE: Staff requests the Board approve and authorize the Chairman to
sign Task Order #1, contract C14-2117-TDD with Taylor Engineering in the amount of
$106,108.00 for preliminary engineering design, coastal engineering analysis, natural resources
survey, and permit application assistance to pursue regulatory authorizations for Phase I of the
living shorelines project for Veteran's Park.
Staff also requests that the Board authorize staff to pursue any and all grant/funding
opportunities for this project.
BACKGROUND: The Choctawhatchee Bay shoreline along Veteran's Park is experiencing
long term chronic erosion. This erosion is responsible for loss of valuable property with the
resultant loss of recreational opportunities and loss of upland resources and habitat. Staff
proposes a "soft", living shorelines approach to counter this erosion. This approach has been
successful in countless areas and will create educational and tourism related opportunities as
well. Also, in beginning the permitting process we can position this project in a more favorable
position for National Resource Damage Assessment, RESTORE and other funding opportunities.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Approve and authorize the Chairman to sign Task Order #1, contract
C14-2117-TDD with Taylor Engineering in the amount of $106,108.00 for the preliminary design
and environmental permitting of the Veteran's Park living shoreline project and authorize staff to
pursue grant/funding opportunities for this project.
