RESOLUTION NO 2009- 50 A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA FINDING THAT DRS C3 SYSTEMS INC., BE APPROVED AS A QUALIFIED APPLICANT PURSUANT TO SECTIONS 288. 106 AND 288. 107, FLORIDA STATUTES; AUTHORIZING A REQUEST FOR A LOCAL FINANCIAL SUPPORT EXEMPTION OPTION; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the business under consideration IS a defense electronics company, specifically, DRS C3 Systems Inc.; and WHEREAS, DRS C3 Systems Inc. is located at 645 Anchors Street, Fort Walton Beach, FL and within an officially designated brownfield area; and WHEREAS, DRS C3 Systems Inc. was first established in the Fort Walton Beach area in 1957. DRS currently employs approximately 875 full time and has added employees 86 approximately full time employees since the establishment of Fort Walton Beach' s Brownfield Redevelopment Program and is projected to add as many as approximately 150 additional new full time employees through the 2011 timeframe. DRS C3 Systems Inc' s provided steady defense electronics employment throughout its 52 years in the Fort Walton Beach area. DRS provides product employment in the areas of electronics manufacturing, airborne test and training, weapon system launch components, air cargo and delivery systems; and WHEREAS, DRS C3 Systems Inc. has maintained itself as one of the area's largest private sector employers paying salaries considerably above the base wage of the County and providing defense contract service to many of the military service groups; and WHEREAS, the DRS C3 Systems Inc. and the City of Fort Walton Beach, Florida requests a waiver from the local financial support requirement authorized under the Brownfield Redevelopment Bonus Refund Program pursuant to ~~ 288. 106 and 288. 107, Florida Statutes; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA THAT: Section 1. The City Council hereby recommends DRS C3 Systems Inc. be approved under the Brownfield Redevelopment Bonus Refund Program pursuant to ~ 288. 107, Florida Statutes. Section 2. The City Council acknowledges that 645 Anchors Street, Fort Walton Beach, Florida is within a brownfield area which was officially designated by Resolution 2008- 38, adopted October 14, 2008. The local financial support exemption option is available for this site and the DRS C3 Systems Inc. project, as authorized under the Brownfield Redevelopment Bonus Refund Program pursuant to ~~ 288. 1 06 and 288. 107, Florida Statutes. The City is authorized to exercise and request that option due to a continuous decrease in revenues ftom ad valorem taxes and other related fiscal restraints associated with operating the city budget. Section 3. The City Clerk is directed to provide certified copies of this Resolution to the Okaloosa County Economic Development Council.  Section 4.
