BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 19, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Constantine Task Order 70
DEPARTMENT: Water and Sewer
BCC DISTRICT: 1&5
STATEMENT OF ISSUE: The scope of services for this task order includes professional
engineering and technical services required to design, permit, and manage the construction of a
new 4.2 MGD sewer repumping station. The project includes installing a new repump station to
allow OCWS to divert the flow from the old Niceville Valparaiso Regional WWTF and pump all
of the wastewater received from the East County Sewer Service Area via the Meigs-Seminole
Lift Station to the Arbennie Pritchett Water Reclamation Facility (APWRF). The Scope of Work
for this task order has been developed and negotiated with Constantine Engineering per the terms
of our Master Services Agreement to perform these services and requires approval by the Board
of County Commissioners. Task Order 70 is attached for your review.
BACKGROUND: In July of 2009, OCWS entered into a Memo of Understanding with Eglin
Air Force Base (Eglin) to upgrade the 7th Special Forces Group (7SFG) force main in order to
accommodate future wastewater flows from Duke Field, Camp Rudder, and Eglin Main Base. In
September of 2012, OCWS entered into a contract with Eglin to treat the wastewater from Eglin
Main Base and to construct the necessary infrastructure to transmit the wastewater. Included in
this scope of work is for OCWS to design and construct a sewer pump station near the Main
Base WWTP (at the Northwest Gate). This pump station will transmit wastewater from Eglin
Main Base to the 7SFG force main, ultimately leading to APWRF. The new Main Base Lift
Station will be owned and maintained by OCWS. Terms of the contract with Eglin allows
conveyance of the wastewater from the East County/Bluewater Bay Service Area to the Main
Base Lift Station. The cost to upsize this lift station to accommodate East County flows will be
borne by OCWS. The agreement allows OCWS to reduce the total force main footage required
to convey wastewater to the APWRF as well as the horsepower requirements needed for
pumping. The benefit for Eglin is that it reduces the size of the easement needed for the force
main and also eliminates a potential conflict with future planned runway construction.
In April of 2012, OCWS entered into an interlocal agreement with the City of Niceville and City
of Valparaiso to transfer its ownership and treatment capacity at the NVOC Regional
Wastewater Treatment Facility. As part of this agreement, OCWS transferred its cost sharing
responsibility of the NVOC facility, upon relocation of all of its flows from the East
County/Bluewater Bay Service Area to the APWRF. As part of this relocation, OCWS would
need to construct a new sanitary sewer force main and repumping station to convey its flows to
the APWRF. The proposed East County Repump Station is shown as Phase 9 on the attached
East County Master Sewer Plan (labeled as "Proposed College Blvd Lift Station"). The sanitary
sewer force main is shown as Phase 10. Note that Eglin has agreed to the alternate route for
Phase 10, constructing the force main into the Main Base Lift Station (Phase 5). OCWS has
budgeted $4.5M in FY2012-2014 for the above-mentioned force main (Phase 10), repump
station (Phase 9), and upsize to the Eglin Main Base Sewer Pump Station (Phase 5). This $4.5M
is funded from the $15M 2012 bank loan.
Similar to the approach chosen for the design of the 7SFG force main and sewer pump station,
OCWS is proposing for Constantine Engineering to design the repump station and
Polyengineering to design the force main. For a project this large and complex, we feel it is best
for these two engineering firms to work together and review each other's work. Constantine's
Task Order 70 is for the design and other professional services for the construction of a new 4.2
MGD East County Repump Station. The attached Engineering Scope of Services from
Constantine Engineering includes the necessary work tasks to complete the scope of work for the
design, permitting, and construction management associated with the new East County Repump
Station. This Task Order 70 has been negotiated with Constantine Engineering for the necessary
Scope of Services and is a not to exceed amount of $151,500.00.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
Constantine Engineering Task Order 70, for a not to exceed amount of $151,500.00.
