OKALOOSA COUNTY
BOARD OF COUNTY COMMISSIONERS
FINAL DETERMINATION
Inre: Notice of Protest of Bid Award — RFP # GM 18-15
Transit Services
Under County policies, a challenge to a bid award recommendation is submitted to the
County Administrator who shall review the merits of each timely challenge and issue a
recommendation to the Board of County Commissioners (“Board”). Thereafter, the Board shall
consider the challenge and the County Administrator’s analysis and recommendation and issue a
written determination. This constitutes the written final determination of the Board for the above-
referenced bid protest.
Pursuant to Section M.3 of the Purchasing Manual, the County Administrator reviewed the
various materials submitted by Okaloosa County Transit. In a memorandum dated June 10, 2015, the
County Administrator presented his analysis and recommendation as to the above-referenced bid
protest.
After consideration of the Notice of Protest of Bid Award and the County Administrator’s
recommendation, the following constitutes the final determination of the Board:
The findings stated in the County Administrator’s recommendation are incorporated by
reference herein. The Board finds that the Notice of Protest of Bid Award filed by Okaloosa County
Transit is not timely and therefore any ground raised is waived. Further, the Board determines that
the Proposal submitted by Okaloosa County Transit would not have been deemed responsive as it
failed to provide all the material matters required by the RFP.
Accordingly, the Board affirms the County Administrator’s recommendation and determines
that Okaloosa County Transit’s Notice of Protest of Bid Award is hereby rejected.
