15. CITY MANAGER REPORTS
1. OCSO Information Update
The City Manager provided an information update to Council regarding the issue of police
consolidation with the Sheriffs Department. He advised that upon direction from Council, the
C City put together a Statement of Work to submit to the Sheriffs Office for a response.
The City Manager stated he and the Finance Director visited the Sheriff and informed him the
City would provide him a Statement of Work, which was submitted to the Sheriff yesterday. The
Sheriff contacted the City Manager and stated he would not release a proposal until it is
distributed to the City Council, at which time it can be distributed at the discretion of Council.
The City Manager stated he wants to make sure that Council gets what it wants, whether it is a
proposal or a comparison statement of work.
Another issue to consider is the impact on the police pension plan. The Finance Director
explained the actuarial process and the cost, which would be between $ 5, 000 to $ 8, 000, at City
expense, and would take two to three months to prepare.
Council discussion included the fact they did not have problem with the sheriff giving a
presentation but they would like it to include a statement of work and not a proposal, and
Council would like the time to review and discuss the information and not be expected to make
any kind of decision based on the presentation. Council also stated that the pension is an issue
that needs to be addressed separately, after they receive a presentation and statement of work.
The City Manager advised he would place on the February 28 Council agenda a presentation by
the Okaloosa County Sheriff in regards to the police department issue.
