STATEMENT OF ISSUE: Request approval of a memorandum of understanding with Eglin
Air Force Base relating to establishing the Choctawhatchee Bay Estuary Program.
BACKGROUND: On March 1, the Board unanimously approved Resolution 16-60 expressing
support for the Northwest Florida Estuaries and Watersheds Project that will establish an Estuary
Program for the comprehensive management, restoration and protection of the Choctawhatchee
Bay estuary.
Northwest Florida estuaries and their associated natural resources provide boating, fishing,
hunting, tourism, and other outdoor recreational and economic opportunities for citizens and
visitors. Eglin AFB and the County desire to work together to improve the health of the
Choctawhatchee Bay and the Choctawhatchee Bay watershed. The purpose of this
Memorandum is to memorialize Eglin AFB’s support of the County’s applying for a grant from
the Environmental Protection Agency to establish a Choctawhatchee Bay Estuary Program. No
contractual relationship is created by this memorandum.
Agreements under the Community Partnership Program (CPP) are typically held for signature
until the quarterly Executive Committee meetings. This provides good photo ops and news
stories as the top three leaders between the County, Eglin, and Hurlburt Field are on hand to sign
the documents in a formal ceremony. The next CPP Executive Committee meeting is August 24.
The Tourist Development Council recommended approval of this MOU at its May 23 meeting.
OPTIONS: Approve or Deny.
RECOMMENDATION: Approve a memorandum of understanding with Eglin Air Force Base
relating to establishing the Choctawhatchee Bay Estuary Program, and authorize the Chairman to
sign.
