BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Layne Christensen Company Change Order #3 for Del Cerro II Well
DEPARTMENT: Water and Sewer
BCC DISTRICT: 1
STATEMENT OF ISSUE: Approve Change Order #3 of Layne Christensen Company, Inc.’s
Contract # C13-2026-WS, which would add additional scope of work to the construction of the
Del Cerro II Public Water Supply Well.
BACKGROUND: Okaloosa County entered into contract with Layne Christensen Co., Inc. on
April 3, 2013 for the construction of the Del Cerro II Public Water Supply Well in the amount of
$934,895. During the test well construction and testing, it was observed that the water bearing
formation exhibited low yield and sand. Additional pumping and analysis was performed and a
determination was made to continue with the development of the permanent well despite these
obstacles in hopes that despite the low yield, a satisfactory well could be obtained though there
was a real possibility that a gravel pack (filter) and screen or other measures might be required to
abate the sand. The full diameter well has now been completed and test pumping has showed an
improved yield, though the formation still produces sand.
Change Orders #1 and #2 have been executed, for $20,640 and $10,740, respectively. The
change orders are for the extended pumping and unforeseen circumstances with the surface
casing.
To remedy the high sand concentration and allow the well to be developed to produce water of
such quality required by a public water supply well, a gravel pack (filter) and screen is required
and has been recommended by the Contractor with concurrence by the project’s engineer. In
addition to this requirement, realizing the well hydraulic losses that will be caused by the filter
and screen, it is recommended that the capacity of the well be decreased from a minimum of
1,000 gpm to 750 gpm. 750 gpm is a satisfactory capacity for the needs of our system. Further,
because much of the sizing and procurement of the electrical equipment is dependent on the
measured hydraulics of the well which has been delayed due to the unforeseen problems, an
increase in overall project time is requested by the Contractor and concurred by the project’s
engineer. The above items will be accomplished via Change Order #3, which would add an
additional $99,530 in scope of work. The resulting new contract price would then be
$1,065,805.
OPTIONS: Approve or deny.
RECOMMENDATION: OCWS requests BCC approval to authorize the Chairman to execute
Change Order #3 with Layne Christensen Company on Contract #C13-2026-WS for the Del
Cerro II Public Water Supply Well, which authorizes the gravel pack and screen at a cost of
$99,530, increases the total new contract price to $1,065,805, revises the minimum capacity of
the well from 1,000 gpm to 750 gpm, and revises the contract time by adding 153 days to
Substantial Completion and 122 days for Final Completion.
