BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 3, 2015 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Approval for New Position in the Tourist Development Department DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to add a Film Commission Liaison position in the Tourist Development Department (TDD). BACKGROUND: The Tourist Development Department recommends internalizing the film commission function within the department. This action would enhance the performance of this function by: • Aligning organizational structure with state and national norms • Enhancing supervision of this position by management • Improving coordination with stakeholders, the agency, management and staff • Facilitating payment of expenses related to film commission activities At its October 23, 2014 meeting, the Tourist Development Council approved the recommendation to convert the film commission function from a contract to a County employee. The current contract for Emerald Coast Film Commission Services was awarded in January 2012 and expired in January 2015. The contract was renewed for a three-month period through April 10, 2015 to provide for continued services during the transition of the Film Commission function from a contract service to a County employee position. The Human Resources Policy states “The establishment of additional positions not approved through the budget process shall be coordinated through the Human Resources Department and will be accomplished at the discretion of the County Administrator upon approval of the Board.” The proposed pay grade for the Film Commission Liaison position is 72 ($38,500.80 - $63,939.20). A draft of the proposed job description is attached for information. Upon approval by the BCC, the position will be filled following established County policy.
