He said staff has been working to update/modernize ordinances to bring them in line with current law . Mr . Stewart stated this proposed ordinance addresses terminology , as well as establishes purchasing procedures , a street light approval process and an assessment approval process . He reported this hearing has been properly advertised . Mr . Windes opened the floor for public comment . No one came forward to speak in favor of or in opposition to this amendment . Mr . Boyles made motion , seconded by Mrs . Ketchel , to adopt the ordinance as presented . 5 yeas . ORDINANCE NO . 16-05 HUMAN RESOURCES REQUEST FOR NEW POSITIONS IN TOURIST DEVELOPMENT DEPARTMENT Ms . GinNeal McVay, Human Resources Director , requested the addition of two new positions in the Tourist Development Department (TDD) : Digital Marketing Strategist and Sports & Events Sales Specialist . Both positions are needed to implement an in-house marketing function . She pointed out conceptual approval to transition from an outside contracted marketing firm to an in-house role was provided by the Board on February 2 , 2016. Ms. McVay said both positions will be a Grade 71. She added this transition will also entail reclassification of current positions and stated the County Administrator has the authority to approve this reorganization . Ms . McVay stated TDD Director Ed Schroeder would like to make a short PowerPoint presentation regarding the time line for implementation of this process . Mr . Schroeder stated the current contract for marketing is with Peter Mayer Advertising and will expire in May 2016 . An extension of this contract will be requested to continue the firm ' s services until the end of this fiscal year (September 30 , 2016) . He proposed bringing the Peter Mayer contract extension proposal before the Tourist Development Council (TDC) for consideration on April 28 and before the Board of County March 15 , 2016 -9- Minute Book 74 , Page 163 Okaloosa County Board of County Commissioners Commissioners on May 17 . With regard to staff transition , Mr . Schroeder stated that after today ' s vote he anticipates HR to post the job announcements on March 24 with postings closing on April 22 . Interviews should be completed by May 6 and background checks and offers completed by May 20 . Mr . Schroeder said the Marketing Team should arrive between June 1 and 20 . Additionally , Mr . Schroeder stated there will be a need for policy changes . He listed the follo wing policy areas to be modified : • Procurement of advertising : insertion orders , ability to negotiate prices or added values , advance payments • Public Relations support : Fam Tour Management and procurement , specific partnership with Visit Florida • Sports & Events support : Fam Tour Management and procurement , event bidding , competitive procurement , general contracts with media vendors , and cooperative procurement with Visit Florida Mr . Schroeder said the proposed dates for review of these policy changes are April 28 before the TDC and May 17 before the Board of County Commissioners . Ms . McVay told the Board the first step is consideration of the two additional positions as described earlier . Mrs . Ketchel made motion , seconded by Mr . Goodwin , to add Digital Marketing Strategist and a Sports & Events Sales Specialist positions (Grade 71) to the Tourist Development Department . Mrs . Ketchel did mention that she sees the timeline as a bit ambitious . Mr . Goodwin questioned the addition of positions not previously authorized in the budget . He shared that citizens have expressed concerns about " growing government ." Mr . Goodwin stated he initially supported the proposal with assurances of what an in-house marketing unit could accomplish . He asked Ms . McVay if there are any unfilled positions in the county which could be eliminated and retain the same level (number) of county employees . Ms . McVay replied there are unfilled positions but pointed out the funding source for these two TDD positions is March 15 , 2016 -10- Minute Book 74 , Page 16 4 Okaloosa County Board of County Commissioners different than the funding sources for other county positions . She said the funding for other county department positions cannot be transferred to TDD for these two positions . Ms . McVay stated the Marketing Manager position in TDD is vacant but the plan is to reclassify it and make it a Marketing Director position . Mr . Goodwin said even if funds cannot be diverted for these positions , he believes there should not be a net change in number of county employees. Ms . McVay stated that can be done if the Board desires . Mr . Boyles commented he is not interested in giving that direction today and questioned an action to hold to an abstract number of positions . He said he does not think that will benefit the public and he would like to focus on efficient government rather than an abstract number . Mrs . Ketchel stated the salaries for these positions come from bed tax revenue and not ad valorem taxes . She said she supports bringing marketing/advertising in-house and hiring local people for these jobs . The vote was taken on the motion to add the two TDD positions- 5 yeas .
