match. Okaloosa County staff is in the process of requesting
approval from the Board of County Commissioners to enter into a funding agreement with the
Northwest Florida Water Management District to fund the survey and computer model. They have
outlined a preliminary scope of work with the assistance of one of their consulting engineers (please
see backup). Given the time constraints for this program, staff believes it is necessary to formalize
the Otis commitment to this multi-jurisdictional effort to avoid any further delays.
Recommendation:
Staff requests Council approval to partner with Okaloosa County for a Northwest Florida Water
Management District grant to study the Gap Creek Drainage Basin at an amount not to exceed
17,600. 00, or approximately 30% of the grant match. These funds will be used to accomplish the
first steps of a drainage basin improvement project for the Gap Creek Watershed area. If approved,
sufficient funding is available in account 001- 8019- 541- 6997 ( QP 5019 - Stonn Drainage Program).

expressed a desire to confton.t these problems. A site meeting was held in January of this year to
evaluate the area and discuss possible solutions to flooding and water quality issues. Because of
the constraints associated with the stormwater capacity issues it became apparent that a study of
tho watershed area would be requjred SO that the impact ofproposed solutions could be
completely understood. The group did not want to solve one problem and inadvertently create
another.
Smffapproached the NWFWMD to discuss possible fimd;ns alternatives. The District does not

PROPOSAL
Gap Creek Watershed
Water Quality Improvement Project
Okaloosa.County, PL
BACKGROUND
Officials with the Okaloosa CoU11ty Public Works Department have asked HDR.
Engineering to submit a scope ofwork to assist tho County in a study ofthe Gap Creek
W~ w~ ow~~~~~~~~~ W~~~~~ q~~ m
the watershed area. Gap Creek outlets into Ciuco Bayou, which bas Total Nitrogen and
Total Phosphorus Annual Pollutant Loading levels that exceed 98% of tho streams in 1be
county end Biochemical Oxygen Demand and Total Suspended Solids Annual J}ol utant
Loads that exceed 97 % ofthe streams in the county based on the Okaloosa County
Stormwater Master Plan. Cinoo Bayou is a heavily used area for water based recreation
and it outlets into western Choctawhatchee Bay.
The Gap Creek watershed is located in the coastal area of the County and is comprised of
approximately 2.9 square miles. The watershed is bounded on the north by Cmnel RDad;
on the south by Lovejoy Road and Hollywood Boulevard; on tho west by a runway on
Hurlburt field and on the east by Beale Parkway.
SCOPE OF WORK
Having made a visual fnspcction of the watershed area on Apri127, 2007,
preHminR'}'
HDR proposes a multi- task scope ofwork.
Tuk 1. KicbflMeetIq
HDR and Okaloosa County win meet to introduce the HDR.team and the County prime
contact;review the W01'k tasks; estabHsh a realistio project schodulo and address any
issues or concems that nood to be discussed prior to begfnnfng the project.
Delivemble: Prepared Meeting Minutes
Projeot Schedule that meets County Approval
Tuk 2. Data COIlecdoD aDd Reriew
HDR will coUect ftom.tho County, and other sources as appropriato.availablo
intormation and da1a relatod to land use activity in the watershed and adjacent aroas,
including stonnwater designs tOr developments in the watershed. Data will be co11octed

on water quality studies, monitoring activities or projects that have included the
watershed in their scopes. Information on water and sewer lines, pump stations, septic
system.s that are in the study mea will also be assembled for use in the analysis.
The county will famish the relevant layers trom their GIS data base for use on the study-
Task 3. Field investigation I Model Recommendation
While Task:2 is underwaYt HDR.will initiate a detailed field investigation. The HDR
team members wU1 visit and traverse the watershed on foot during both wet and dry
conditions. They will take digltal photographs and compile a visual record of conditions
as they actually exist.
Based on the existing conditions.a water quality model will be proposed. HDR wi11
evaluate several USBPA approved computer models P ( 8-UCM. S~ SWMM,
WASP6, BASINS, QUAL:2B). Tho exact models to be used will be determined by
conditions in the watershed. HDR will recommend a model for approved by the County.
Tho model will provide the scientific basis for selecting water quality improvement
options.
Deliverable: A report on the existing site conditioDS with the water quality parameters
itemized that we would recommend evaluating and a recommendation of tho water
quality model to be used to analyze the watershed. Selection of the water quality model
to be used for the evaluation wJ1l dlcta1:e the survey needs.
Task 4 Survey
Subsequent to the tie1d investigation,HDR will contract for a survey of the wateJ:shcd.
area. This survey will bo used to provide the data needed to be ablo to formulate the
selected water quality model ofthe basin. The survey Scope ofWotk and fee witt be
approved by the County prior to initiating work. Anticipated
. survey needs include stream
and ditch clwmel sections at selected locations and as- built dotails of existing stormwater
facilities. An allowance ofS20,OOO. OO has been set up in the fee schedule fOrtbe survey.

Existing HECl and HBC-RAS models that were developed as part of the Obloosa
County Stormwater Master Plan win be evaluated to see if changes in the watershed
require updating the models for tho water quantity analysis.
