BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 21, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Fairfield Inn & Suites Okaloosa Island - 6' Dune Walkover & 5' Sidewalk
on 3rd Beach Freeways
DEPARTMENT: Growth Management
BCC DISTRICT: 2
STATEMENT OF ISSUE: To review plans for Fairfield Inn & Suites Okaloosa Island, a
proposed 6’ wide dune walkover and 5’ wide sidewalk on the 3rd Beach Freeways as submitted
by Mark Siner agent on behalf of PGB Partnership LTD.
BACKGROUND: In order to offer beach access to guests, the developer of the new Fairfield
Inn on Okaloosa Island (located at 540 Santa Rosa Boulevard) is proposing to constructed a dune
walkover. However, due to the constraints at the site, in order to comply with the Americans
with Disabilities Act and Florida Accessibility Code while minimizing the footprint of the
walkover on the dune system, the developer is also proposing to construct an 5' wide sidewalk
that would connect the edge of the hotel's pool deck to the County's ADA compliant beach
access facility on the 3rd Beaches Freeway which is immediately adjacent to the hotel. The
property is currently zoned B-2 (Apartment, Hotel Courts and Hotel Areas), Future Land Use
Map designation is OI (Okaloosa Island).
The Okaloosa Island Architectural Review Committee (ARC) reviewed the proposed walkover
on August 28, 2014 and found it to be in compliance with the Okaloosa Island Covenants and
Restrictions; however, the review did not include the sidewalk. The ARC will review the
sidewalk on October 16, with its recommendation to be provided during the BCC meeting.
The Florida Department of Environmental Protection (FDEP) has reviewed the proposed dune
walkover and issued Permit Number OK-484 allowing the walkover on February 11, 2014. The
Tourist Development Department and the Engineering and Parks & Recreation divisions of the
Public Works Department have reviewed the proposed walkover as well as the sidewalk and
have no objections if approved by the BCC.
OPTIONS: Approve or Disapprove
RECOMMENDATIONS: Staff recommends that the Board discuss the proposed 6' walkover
and the 5’ wide sidewalk on the 3rd Beaches Freeway as shown on the attached site plan
(Attachment J) and, if it has no objections to the proposed uses, approve the sidewalk and
walkover.
