finalists, City Council is asked to consider utilizing a consultant in this regard.
Decision Point- City Council move to complete background investigations either
internally or utilizing one of the consultants identified above.
Contract Negotiations
Regarding contract negotiations, staff recommends City Council authorize the Mayor, with
the Administrative Services Director serving in a supporting role, to negotiate a contract
with the number 1 ranked candidate with respect to compensation, benefits including leave
time, auto and phone allowance, pension, severance, moving expenses and medical, dental
and life insurance coverage/ premiums. City Council should give the Mayor clear direction as
to the parameters the City will offer the candidate.
Following contract negotiations, the Mayor would ask the City Attorney to draft an
employment agreement for City Council consideration at their next regular meeting.
FUNDING REQUIRMENTS
As no funds were budgeted in the 2008/ 09 fiscal year for expenses associated with the
recruitment and potential moving expenses for a senior level position, a budget amendment
would be necessary to cover these costs.
RECOMMENDATION:
Based on the above, staff respectfully request City Council provide guidance in this process
and make motions as follows:
1. City Council move to appoint an Acting City Manager.
2. City Council move to direct staff to proceed with Recruitment Schedule Alternative # 1 or
2 or an amended version of either.
3. City Council move to direct staff to proceed with either an internal recruitment or
authorize staff to execute an agreement with one of the above search firms to conduct an
executive search for the next City Manager for the City of Fort Walton Beach.
4. City Council move to approve or amend one of the selection processes.

5. City Council move to confinn or amend the interview and ranking methodology.
6. City Council move to complete background investigations either internally or utilizing
one of the consultants identified.
7. City Council move to approve the Mayor to negotiate a contract with the # 1 ranked
candidate.
Respectfully Submitted:
