BACKGROUND: The Treasury rule related to the distribution of RESTORE funds approved in October, 2014, permits the reimbursement of funds expended for the planning activities related to development of the multi-year implementation plan (MYIP). From the adoption of the Treasury rule to date, Okaloosa County has expended $171,436.00 on the Matrix Design Group contract for MYIP planning. This amount represents approximately 2.7% of the $6.4 million available to Okaloosa County from the TransOcean Clean Water Act settlement. The attached document shows each recommended project along with original requested amount, as well as the amount after the 2.7% reduction for MYIP planning. RECOMMENDATION: Staff recommends the Board consider reducing the award amount of each ORAC-recommended project proposal by 2.7% to obtain reimbursement for the funds expended for the planning activities for MYIP.
