equipment
3.5. Required work permits and authorizations
3.6. Scaffolding, platforms, trench box, ladders, water pumps, safe working
environment
4.0 Procedure
EA Tapping Services will install the wet tap fitting in the horizontal position.
During any welding operations if applicable city/county will need to maintain flow
of the product while fitting is being welded on. For Bolt-on fittings applications
insure pipe is clean in the area where fitting will be installed. Draw to halves
together making sure that each side is drawn together equally.
Install tapping valve on the wet tap fitting and align the valve bore with the ID of
the fitting. Pressure test the valve and fitting. Once tapping valve is installed. EA
Tapping Services will install dunnage under valve for support. After tap has been
complete contractor will put rock and/or pebbles for added ground support.

Note: To prevent collapsing the pipe, the recommended maximum test pressure is 1.10
times the operating pressure. See API 2201.
Install the hot tap machine, centering it to the valve.
Open the vent valve on the hot tap machine.
Lower the boring bar into position.
Remove the crank handle, if applicable.
Start the hot tap.
As the pilot penetrates the pipe, close the vent valve when process fluid starts to
flow.
Complete the wet tap.
Note: Occasionally, EA Tapping Services will stop the hot tap machine and using
the measuring rod and or tap measure to check measurements.
Retract the boring bar, check measurements to insure cutter and pilot are clear of
the gate
Close the valve.
Depressurize and remove the hot tap machine.
Remove coupon and give to customer
Clean work area and complete all paperwork.

PLUGGING HEAD INSTALLATION PROCEDURE
A. Prior to mounting the line stop equipment the Head will be checked to insure that the proper
pipe adapter plates have been installed and that the Sealing Element is the correct size,
based on the retrieved coupon.
B. Orient the Folding Head with the run of pipe, making sure that the Sealing Element is facing
downstream.
C. Bolt up the Plugging Machine and install the Plugging Head into the pipe as follows:
♦ Crack open the Tapping Valve and fill the plugging assembly;
♦ Pressure up and inspect all joints for pressure tightness;
♦ Fully open Tapping Valve;
♦ Advance the Plugging Machine’s actuator bar down into the pipe and set the Head at
its calculated distance. Verify all measurements.
♦ Blow down the downstream end of the pipe using a fire hydrant or similar large-port
discharge;
♦ Verify the workability of the line stop;
♦ Give Customer go-ahead for dewatering & pipe separation or repair.
PLUGGING HEAD REMOVAL PROCEDURE
A. Upon customer completion of work the “dead” pipe section MUST be re-pressurized to the
same pressure as the upstream section beyond the Folding Head. No attempt will be made to
retract the Head until this is verified – equal pressure. EA Tapping Services will install safe
equalization method, using EA Tapping Services machine and fittings.
B. Folding Head is removed as follows:
♦ Verify full equalization;
♦ Verify that there is no possible downstream flow;
♦ Retract the Plugging Machine’s actuator bar at “dead slow” as the Head folds;
♦ Retract the Plugging Head all the way up into the Plugging Machine’s housing;
♦ Close the Tapping Valve;
♦ Depressurize and dewater the Plugging Machine;
♦ Remove the Plugging Machine from the Tapping Valve.

COMPLETION PLUG INSTALLATION PROCEDURE
A. Completion plug will be inspected and its seal and check valve’s integrity verified.
B. Completion Plug will be attached to the boring bar of the Tapping Machine and retracted to
rear most position up into the Machine’s tapping adapter. Standard measurements will be
taken and recorded.
C. Completion Plug is installed as follows:
♦ Bolt up the Completion Machine onto the Tapping Valve;
♦ Install pressure equalization hose from the pressurized pipe up to the Tapping
Machine’s tapping adapter’s equalization connection;
♦ Crack open the Tapping Valve;
♦ Crack open the equalization hose valves;
♦ Pressure up and inspect all joints for pressure tightness;
♦ Fully open Tapping Valve and the equalization hose valves;
♦ Extend Completion Flange’s locking pins/segments into the Flange’s bore;
♦ Advance the Tapping Machine’s boring bar / Completion Plug down until the Plug
touches against the pins/segments;
♦ Verify measurements to prove that the Completion Plug is in “touch position”;
♦ Retract Completion Flange’s locking pins/segments, clearing the Flange’s bore;
♦ Advance the Completion Plug down into the Flange until measurements show that it
is in proper “seated position”;
♦ Extend the locking pins/segments into the locking groove of the Completion Plug,
thereby locking it into the Completion Flange’s bore;
♦ Verify the integrity of the lock by advancing/retracting the boring bar;
♦ Release the Tapping Machine’s boring bar from the Completion Plug;
♦ Close the equalization hose valves, depressurize the Tapping Machine and verify
that all seals are holding properly;
♦ Retract the Tapping Machine’s boring bar;
♦ Remove the Tapping Machine;
♦ Remove the Tapping Valve;
♦ Remove the Completion Plug’s adapter tool holder.
D. Once all equipment has been dismounted, EA Tapping Services will install a blind flange
onto the outlet (completion) flange of the Line Stop Fitting.
E. Equalization apparatus is removed from the pipe and any small equalization nipples are
sealed off (completed) and capped.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 7, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Camp Rudder Wastewater Project, Quotes in Lieu of Bids
DEPARTMENT: Water and Sewer
BCC DISTRICT: 3
STATEMENT OF ISSUE: OCWS staff requests BCC approval to authorize the Purchasing
Department to solicit quotes in lieu of formal bids for the purchase of pipe and associated
materials for the construction of the Camp Rudder Wastewater Project.
BACKGROUND: County staff has been in discussions with other local and federal entities
regarding the consolidation of wastewater collection, treatment and disposal services. These
opportunities have arisen as a result of the construction of the new 10 MGD Arbennie Pritchett
Water Reclamation Facility (APWRF). A contract with Eglin AFB staff and BCC was executed
on Aug. 23, 2012 and construction is well under way. The last phase of the project is the
proposed force main that will commence at a new pump station to be constructed at the Camp
Rudder cantonment and will connect to the existing 17-mile 7SFG force main, ultimately
discharging into the APWRF.
The project will consist of the construction of a new duplex pump station, approximately 45,000
LF of 8" force main (including 10" bores where necessary) and fiber optic communication
conduit. OCWS will be self performing the construction of the pump station, force main and
fiber optic conduit using OCWS Staff and equipment to expedite completion of the project.
OCWS estimates that using their own forces and equipment will shorten the construction
schedule and will reduce the project costs over contracting with an outside construction
company. OCWS estimated the design-build project to cost approximately $1,600,000.
At their regular meeting on February 5, 2013, the BCC authorized the solicitation of quotes in
lieu of bids for the piping/appurtenances for the material procurement for several phases of the
overall
