BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 7, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Security Checkpoint Exit Lane Control System at NWFRA
DEPARTMENT: Airport
BCC DISTRICT:
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve a
construction contract with Cathey Construction and Development, LLC and consultant task order
for RS&H for construction phase services for the Northwest Florida Regional Airport Security
Checkpoint Exit Lane Control System project.
BACKGROUND: This project contains Sensitive Security Information that is controlled under
49 CFR Parts 15 and 1520. No part of the planning or design may be disclosed to persons
without a "need to know". Due to anticipated and eventual changes in Transportation Security
Administration (TSA) rules for funding personnel to monitor and deter access to the secured
areas of the airport through the exit lane, Northwest Florida Regional Airport has identified a
need to develop a more effective technological solution to monitor and control the passenger exit
lanes located at the security check point in the terminal facility. Currently, arriving passengers
exit the sterile area through a lane just north of the security check point located on the first level
of the terminal and the exit lane is manned by TSA officers to prevent unauthorized entry to the
sterile area of the concourse facility.
The airport in coordination with the TSA and Airlines has designed and bid an exit lane control
system that fulfills the TSA security requirements without the need for onsite monitoring
personnel. Bids for the exit lane control system improvements were opened December 4, 2013
and the County received two bids. Cathey Construction and Development, LLC was the lowest
responsive bidder in the amount of $496,846.00. The RS&H task order will perform
construction administration and construction phase services in accordance with the terms and
conditions of the Agreement for Professional Architectural, Engineering, and Aviation Planning
Services Contract No.: C09-1737-AP, dated July 7, 2009.
OPTIONS: Approve, Reject, or Table
RECOMMENDATIONS: Approve Cathey Construction and Development, LLC contract in the
amount of $496,846.00. Approve RS&H Task Order in the amount of $77,322.00.
