BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 1, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: BLU Condominium (a.k.a. The Beach House Resort) formerly Coquina Isle Condominium DEPARTMENT: Growth Management BCC DISTRICT: District 2 STATEMENT OF ISSUE: To review the site development plans for BLU Condominium (a.k.a. The Beach House Resort) formerly Coquina Isle, a proposed 47 unit, 7 storey condominium development as submitted by Ed Stanford, PE with Core Engineering and Consulting on behalf of the property owner Coquina Isle Partners, LLC. The property is currently zoned B 2 (Apartment, Hotel Court and Hotel Areas) and the Future Land Use Map (FLUM) designation is Okaloosa Island (OI). The property is located at the southeast corner of Santa Rosa Boulevard and Scallop Court, Fort Walton Beach and contains 2.06 acres more or less. BACKGROUND: As provided in Chapter 75-456 of the Laws of Florida, the Board of County Commissioners has final approval of any development on Okaloosa Island governed by the Okaloosa Island Covenants & Restrictions. As specified in Section 3.01.043 of the Land Development Code, any proposed development shall be reviewed by the Okaloosa Island Leaseholders Association Architectural review Committee (ARC) which must make a recommendation to the Board of County Commissioners. The proposed condominium development was reviewed by the ARC on December 10, 2015 which found it to be in compliance with the Okaloosa Island Protective Covenants & Restrictions. The subject property is the site of the former Coquina Isle Condominium, a 60 unit condominium built in 1977 (as noted in the Property Appraiser’s records) and demolished in 2007. On May 19, 2015 the Board of County Commissioners adopted resolution 15-113, vacating a portion of Scallop Court with a condition that the applicant provide $15,000.00 for the use of beach access ways and landscaping of Santa Rosa Boulevard. On January 11, 2016 a check in the amount of $15,000.00 was received by the County as confirmed by Mary Carson (Office Supervisor at that time) via electronic mail. All approvals for the proposed development are on file. OPTIONS: The Board may approve or disapprove the proposed development. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners approve the proposed development as presented and to allow staff to post the Notice of Intent to Issue a Development Order sign on the project site, and to issue a development order at the end of the notice period. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
