SITE PLAN AMENDMENT - TRUST MARK BANK (CONT)
Mr. Bell informed that the change is due to a corporate makeover
by Trustmark Bank, and that
this design is being incorporated in all Trustmark Banks
currently being
constructed.
Upon questioning by Council, Mr. Bell informed that if their request for the site plan amendment
was not approved, theorganization might opt not to build in the City.
Christy Johnson, Principal Planner, clarified that the CRA Board approved the amended site
plan at their meeting on September 5, 2007. She advised that Staff has requested that the
applicant incorporate some of the architectural details of the Trustmark Bank located in Destin
into the proposed bank on Eglin Parkway, but the applicant has not
agreed to that.
As there were no objections, the Staff Report, with the additional
photo of the proposed building
distributed by Mr. Bell, was entered into the record.
Council received clarification that they are being asked to approve the amended
Developmental
Order for the Trustmark Bank building, with the original conditions of approval.
Missy McKim, CDS Director, explained Staff's feeling that the proposed architectural style and
materials for the building are not consistent with the CRA Plan 2007, as it is not in character with
the urban environment where pedestrian access is encouraged; rather, it is more in character
with a suburban area.
Ms. McKim presented and explained the three elevations Council is
being asked to consider:
the original site plan approved hi October of 2006; the amended site
plan approved by
the CRA
on September 5, 2007; and the Trustmark Bank Building in Destin, which incorporates some of
the architectural standards of the CRA Plan, and is the one Staff is
recommending. Ms. McKim
explained Staff is recommending the Trustmark Bank in Destin as a compromise to the
applicant.
Discussion ensued as to Staff' s concern that a precedent could be set in
allowing a compromise
to what was originally approved for the site. Ms. McKim
acknowledged that amendments to
original building designs of a lesser quality are becoming more frequent, and there is a concern
that the feeling of what is trying to be accomplished in the CRA area will ~ e lost if amendments
continue to be approved.
Further discussion included the need for architectural guidelines and standards and that the
purpose of the CRA site plan approval process is to ensure projects meet the guidelines of the
CRA Plan as well as the Urban Master Plan.
The City Attorney received clarification that the CRA approved what was submitted
by the
applicant as an amended site plan, and that the approval by the CRA did not incorporate the
design of the Trustmark Bank in Destin.
Additional discussion included cost considerations of the applicant to build the
building, as well
r,
i
as the Trustmark organizations corporate makeover and that the
original building does not fit
into that makeover; and Staff' s concern that the building submitted does not meet the
guidelines L,
of the Urban Master Plan.
The Mayor opened the public hearing. There was none.

SITE PLAN AMENDMENT- TRUSTMARK BANK (CONT)
Dr. Pullen moved to approve the CRABoard recommendation to approve the amended
site plan submitted for the Trustmark Bank Building at 100 Eglin Parkway NE, subject to
the conditions of the original site plan dated October 26, -2006. Mr. Garvie seconded
motion.
Some Council members stated their support of the amendment and that businesses should be
allowed to dictate their own brand of building and design within reason. Another Council
member expressed the need to maintain themes and standards for the City.
The Mayor called for the vote on the motion and it carried by a vote of 6 to 1 with Holmes,
Miller, Reeves, Garvie, Pullen, and Minich in favor and Hartwell opposed.
SITE PLAN AMENDMENT, JOE & EDDIES' 206 FLORIDA PLACE
Consideration of a request from Gerard Perillo, Owner, for amendment to site plan approval for
Joe & Eddie' s Mixed Use Building, located at 206 Florida Place. The purpose of the amendment
is to increase the square footage of the North Building and to add a parking garage.
The City Attorney announced a quasi-judicial proceeding and swore in those who planned to
testify.
Chris Kacena, Foley Design Associates Architects, explained the purpose of the amendment is
to add a parking garage as opposed to surface parking; a bridge way between the garage and
south building; the potential for the north building to be further developed similar to the south
building; and the addition of an external elevator on the south building.
Mr. Kacena informed that there will be approximately 200 parking spaces with some reserved
for the residences and businesses, and there is a possibility of fee parking for the public.
Ms. Johnson advised that Staff had nothing more to add and that the CRA recommended
approval at their meeting of September 5, 2007. As there were no objections, the Staff report
was entered into the record.
The CDS Director advised that the CRA asked the applicant to improve the building' s exterior on
the side facing the Indian Temple Mound, and the applicant was agreeable to that.
Council questioned what has been done regarding an archaeological survey on the site. Rick
Cramer of Prentice Thomas and Associates, advised the survey was done when the structures
were demolished and there were no significant findings.
The Mayor opened the public hearing. There was none.
Mr. Minich moved to approve the Development Order for an amendment of the site plan
for Joe & Eddie' s Restaurant located at 206 Florida Place SE. Mr. Hartwell seconded
motion.
