remarketing process needs to begin as soon as possible ( about mid-October), so you can decide on the best proposal for a February 1, 2008 plan anniversary. Waters Risk Management is a Florida independent risk management and employee benefits con- sulting firm that does not sell or broker insurance or self-insurance programs and is not affiliated with insurance companies, insurance agencies or others who sell insurance and self-insurance not dependent on it. programs and products. We are independent from the insurance industry, Fort Walton Beach can always be assured of independence and objectivity in work we perform. Since 1978 Waters Risk Management has specialized in serving Florida public entities ( more than 150 of them since our founding) in the areas of risk management consulting and employee benefits consulting, and we have perfonned hundreds of RFP processes such as proposed herein. As you are aware, Waters Risk Management's current hourly fees and costs are: Professional Time Principal Consultant - Waters 180 per hour Consultant - Knowlton 170 per hour Clerical Time 30 per hour Additional Expenses For the RFP project we propose these alternate fee structures: Maximum Fee/ Expenses - Including up to three trips to the City 13 ,500 Flat Fee, Including Expenses - Including up to three trips to the City 11 ,500 If only two trips are necessary, deduct $500 If only one trip is necessary or no trips are necessary, deduct $ 1, 000. As you know, our hourly fees have increased substantially ttom 2000 when we proposed a maxi- mum fee of$ 10, 000 for similar work. At that time our hourly fees were $ 130/$ 120/$ 25. We typically bill our fees in installments, based on stage of completion of the assignment. The fees for this RFP assignment are based on the following assumptions: Travel will be limited to no more than three trips to Ft.Walton Beach: 1. To meet with staff to review the proposals and to choose finalists for interviews. 2. To conduct proposer finalist interviews. 3. To present the purchase recommendation to the City Council. The City will promptly provide all needed background infonnation as requested. The City will pennit Waters Risk Management to utilize its standard RFP fonnat, but with inclusion of appropriate public entity purchasing boiler-plate items. The City will handle distribution of the RFP to interested parties. If the RFP is to be printed (versus electronic distribution), Waters Risk Management will print and deliver to the City up to 12 copies of the RFP. If proposal evaluation is to be conducted on a points scoring system, the scoring will be done by the City, not by Waters Risk Management. The assignment will end February 1, 2008, the intended effective date of the program. If the City for any reason should decide to reject and/or resolicit proposals, we shall be entitled to bill any subsequent time and expenses. It will be our pleasure to again perfonn valuable consulting services for Fort Walton Beach. since:-- S3 Allan Paul Waters CPCU,CLU,ARM, AIC ACCEPTANCE OF PROPOSAL BY CITY OF FORT WALTON BEACH The City of Fort Walton Beach accepts this proposal ttom Waters Risk Management on the fol- lowing fee basis ( check the fee alternative accepted).
