Tierney or Linn stated that 60% of the cost growth was due to the automatic 3% COLA. I think we need to review this for no other reason than I don't think the retirees should be receiving a larger COLA that our current active employees. Since this area influences our 2007/ 8 budget, I would like to address it as soon as possible. In my conversation with the CM,she indicated that it might take some time. Therefore, I think the fIrst step would be to prepare a time- line of events that must occur. Since time is money and in this case a lot of money, I recommend that we proceed with an air of urgency. The Resolution provided for amendment of the fee schedule from time to time by Resolution of City Council, Discussion On September 5, 2007, City Council adopted Resolutions 07~15 and 07~19 revising the-Comprehensive- Fee Schedule effective October 1, 2007. Several golf club players have approached the Golf Club Administrator about converting from their current golf club membership type to a new membership type established by Resolution 07- 19. Existing polley adopted by Council provides that goJf club memberships can be " refunded" if someone moves from the area or passes away. There are no provisions to prorate memberships. The City Attorney has advised that in order to provide the City Manager with the authority to prorate golf club memberships for those that want to change categories, City Council should approve a resolution setting forth policy to grant the City Manager authority to deviate/waive/ refund ANY fee established through the Comprehensive Fee Schedule.
