BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 19, 2013 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Polyengineering Task Order 121 DEPARTMENT: Water and Sewer BCC DISTRICT: Three STATEMENT OF ISSUE: The scope of services for this task order includes professional engineering and technical services required to design and permit a new force main and sewer lift station from Camp Rudder to the 7SFG force main. The Scope of Work for this task order has been developed and negotiated with Polyengineering per the terms of our Master Services Agreement to perform these services and requires approval by the Board of County Commissioners. Task Order 121 is attached for your review. BACKGROUND: In July of 2009, OCWS entered into a Memo of Understanding with Eglin Air Force Base (Eglin) to upgrade the 7th Special Forces Group (7SFG) force main in order to accommodate future wastewater flows from Duke Field, Camp Rudder, and Eglin Main Base. In September of 2012, OCWS entered into a contract with Eglin to treat the wastewater from Camp Rudder and to construct the necessary infrastructure to transmit the wastewater. For the Camp Rudder phase of the Eglin Wastewater Treatment project, the Air Force/Eglin AFB will be paying the following: 1) $1,599,494 for OCWS to design & construct the infrastructure, and 2) $320,000 in Capacity Expansion Charges to reserve 35,000 GPD of capacity at Arbennie Pritchett Water Reclamation Facility (APWRF). The scope of work is for OCWS to design and construct a sewer pump station inside the Camp Rudder cantonment and a force main to connect with the 7SFG force main. The attached aerial photo depicts the pump station and force main location. Construction is proposed to be performed by OCWS in-house crews. When completed, the infrastructure will be located in an Eglin easement, but will be owned and maintained by OCWS. Polyengineering's Task Order 121 is for the design and other professional services for the construction of the new force main and sewer pump station necessary to convey Camp Rudder's wastewater to the 7SFG force main, and ultimately to the APWRF. The force main is anticipated to be 8-inch diameter and approximately 8.6 miles. The attached Engineering Scope of Services from Polyengineering includes the necessary work tasks to complete the scope of work for the design and permitting associated for this wastewater project. This Task Order 121 has been negotiated with Polyengineering for the necessary Scope of Services and is a not to exceed amount of $127,500.00. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Polyengineering Task Order 121, for a not to exceed amount of $127,500.00. RECOMMENDED BY: APPROVED BY: James D. Curry, County Administrator
