BACKGROUND: LL The State Housing Initiatives Partnership ( SHIP) is administered by the Florida Housing Finance Corporation to provide funds to local governments as an incentive to create partnerships that produce and preserve affordable homeownership. L2. The City of Fort Walton Beach has an Intedocal Agreement with Okaloosa County for administration of the SHIP program within the City. 2. DISCUSSION: 2. 1. On September 11, 2012, the City Council approved the SHIP Annual Reports for FY 2009 -10 and FY 2010 -11, the Regulatory Certification, and Annual Report Certification for the State. 2. 2. On January 4, 2013, the City received a request from the Okaloosa Community Development Council ( OCDC) for an amendment to the previously approved Annual Reports. 2. 3. The Amendment to the FY 2009 -10 & FY 2011 - 12 Annual Reports includes an extension for expending $ 183, 200. 00 in funds from the closeout year requested from the Florida Housing Finance Corporation due to the construction of the Marty Lackey /Fresh Start building. These funds can now be expended and the FY 2009 -10 Annual Report has been amended to reflect the change. 3. FINANCIAL INFORMATION: 3. 1. All of the financial aspects of the SHIP program are administered through the Okaloosa Community Development Corporation. There is no direct financial impact to the City. 4. RECOMMENDATION: 4. 1. Staff respectfully recommends City Council approval of the amended Annual Reports for FY 2009 -10 & FY 2011 - 12 for the State Housing Initiatives Partnership ( SHIP) Program and authorization for the Mayor to sign the required documents. BACKGROUND: Part VII of Chapter 420 of the Florida Statutes creates the State Housing M Incentives Partnership ( SHIP) program which provides funds for the provision of affordable housing. Since 1993, the Okaloosa Community Development Corporation ( CDC) bas served as the County' s SHIP Program Administrator. As part of this function, the CDC must provide various reports and certifications to the Florida Housing Finance Corporation.
