RESOLUTIONS --2013 -2 - Solid Waste Fee Schedule Amendment
A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, AMENDING
THE COMPREHENSIVE FEE SCHEDULE FOR ENGINEERING & UTILITY SERVICES
DEPARTMENT FEES; AND PROVIDING AN EFFECTIVE DATE.
Tim Bolduc, Engineering /Utilities Services Director, explained the rate increase in the
Comprehensive Fee Schedule is due to the negotiated 10 -year contract with Allied Waste
Services for Solid Waste Disposal, Recycling and Transfer Services with fixed pricing for the
first five years of the contract followed by biennial increases for the last 5 years of the contract.
Mr. Bolduc advised Allied Waste was the lone bid received and that Staff worked hard to keep
the fees as low as possible. Mr. Bolduc further advised the increase in the fee schedule is only
for tipping fees.
Mr. Rigdon moved to adopt Res. 2013 -2. Ms. gossom seconded motion and it carried by a
vote of 4 to 1.

The City Attorney announced a quasi -judicial proceeding and gave the oath to those who
planned to testify. He asked Council to disclose any ex -parte communication they may have had
with anyone regarding the item.

Rev. Cecil Williams of Gregg Chapel Church, which is adjacent to the proposed development,

around the church. Rev. Williams also discussed the debris encircling the church for three years
