BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: 2016-2017 Funding Certification SHIP DEPARTMENT: Growth Management BCC DISTRICT: ALL STATEMENT OF ISSUE: In order to utilize State Housing Initiatives Partnership (SHIP) Program funds, it is necessary for the County to certify that funds will be used in accordance with the strategies provided in the current Local Housing Assistance Plan. BACKGROUND: On April 5, 2016 the Board of County Commissioners approved the 2016- 2019 Local Housing Assistance Plan (LHAP) for Okaloosa County and the City of Fort Walton Beach, including the Interlocal Agreement through which the City and County agree that the funds will be allocated to Okaloosa County provided that 20% of the funds are spent within the City unless qualified projects cannot be found. Okaloosa County and the City of Ft Walton Beach have been allocated a total of $1,106,718.30, with $1,095,897 assigned to the County, and $133,790 assigned to the City. The Okaloosa Community Development Corporation, a private, non-profit organization, serves as the County's SHIP administrator, and also serves as the City's SHIP administrator through the previously mentioned Interlocal Agreement. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize the Chairman to sign the attached 2016-2017 funding Certification and all future grant documents during the term of the grant, and authorize the Office of Contracts and Grants within the Okaloosa County Clerk of Circuit Court and Comptroller office to transmit the signed certification to the Florida Housing Finance Corporation and transmit all future grant documents during the term of the grant.
