Each year Council appoints a representative and an alternate to serve on the Okaloosa County Library Cooperative. 2. DISCUSSION: 2. 1. The City joined the Library Cooperative in 1999. As a member of the Cooperative, each participating governing body that operates a public library will appoint one member to serve on the Okaloosa County Library Cooperative Board, with one alternate, to act on behalf of the representative in their absence. 2. 2 The Library Cooperative Board serves as the governing body for the Cooperative and has various powers, duties, and responsibilities with regard to the Library Cooperative.
