Subject: Engineer's Recommendation of Award
Packaged Pump Station ~ Eglin Main PS Project
Okaloosa County, Florida - Bid No. WS 32-13
Dear Mr. Littrell:
Material ONLY bids were received and opened for the "Eglin Main Packaged Pump
and Wetwell” at 3:05 p.m. on June 06, 2013. The Board of County Commissioners
received two (2) responsive bids for the project.
The project was bid with a Total Base Bid and four (4) Optional Cost Items. The
Total Base Bid was for a complete fiberglass wetwell, four 150hp 1160 RPM pumps,
guiderails, discharge piping, and level monitoring devices.
The Optional Cost Items:
ITEM 2 Upgrade to 316 Stainless Steel Discharge Piping (Additive / Deductive)
ITEM 3 Upgrade to Hardened Metal Impeller & Volute (Additive)
ITEM 4 Remove Cost to Offload Wetwell @ Site (Deduct)
ITEM 5 Change Upper/Lower Seal to Tungsten Carbide (Deduct)
Pump and Process Equipment, Inc. was the lowest bidder meeting all the
qualification requirements specified in the contract documents and provided
supporting documentation of similar products of same quality and operational
performance as outlined in the technical specifications to Okaloosa County on recent
projects, including the recent installation of the Main Island PS. We also received a
recommendation from Pump & Process to consider utilization of Danfoss VED’s
constructed in a TESCO MCC. I have included a letter from Pump & Process with
this offer and have evaluated the product to those specified. It is of the opinion and
recommendation of Constantine Engineering the Danfoss Drives will provide an
equivalent product and service to the equipment specified. In addition, the offer is at
no additional cost to the original proposal and will provide OCWS with a six (6)

year, 100% “on site” warranty that covers corrosion, lightning, moisture and voltage
surge.
Pursuant to the bids received for the above referenced project, Constantine
Engineering, Inc. recommends that the Board of County Commissioners, Okaloosa
County, Florida, award this project to Pump and Process Equipment, Inc. the lowest
and most responsive bid for the Base Bid with Optional Cost Items (2) and
utilization of the Danfoss VFDs with a TESCO MCC for a combined lump sum total
of $712,935.20. Total maximum delivery time after receipt of signed purchase order
is 210 days.
Constantine does not recommend the selection of the Deductive Alternates Items 3,
4 & 5 as submitted.
Should any questions arise, please do not hesitate to contact me directly at

Re: Eglin Main Pump Station
Variable Frequency Drive Preference
Joey,
Per our Telecon and previous emails,
We received pricing from ACS and Tesco for the controls/ MCC’s for this project. Both
utilized AB VFD’s and we bid the project utilizing AB drives as specified. We also
received very comparable pricing from Danfoss. The Danfoss drives included a 6 year,
100% “on site” warranty that covers corrosion, lightning, moisture and surge (even
covers the fuses in front of the drives) for all units!
Since Okaloosa County expressed high interest in the Danfoss product and the Warranty
prior to bid we would like to supply the Danfoss VFD’s in lieu of the AB, if acceptable to
Okaloosa County, at no additional cost to our original bid. I have included supporting
documentation of the Danfoss drives and their comparability to the specified AB
products.
Respectfully,
F.D. “Butch” Branton
