DATE: September 15, 2015
TO: Honorable Chairman and Members of the Board
FROM: Paul Lawson
SUBJECT: Amendment to Teen Court Agreement with Lutheran Services Florida,
Inc.
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of the eleventh amendment to the agreement with
Lutheran Services Florida, Inc., to provide a pretrial diversion program for teenagers (Teen
Court), which renews the contract for three additional months from October 1, 2015, through
December 31, 2015, with a budget of $21,250.00.
BACKGROUND: Teen Court is a diversion program for youthful offenders, which offers the
authority of the adult judicial system through the voices and actions of other youths under adult

court sessions, but the hearings are predominately run by teen volunteers and offer youthful
offenders an opportunity to face a jury of their peers for appropriate sentencing and sanctions.

RECOMMENDATIONS: Approve the contract extension and authorize the Chairman to
execute the amendment to the agreement with Lutheran Services Florida, Inc., for the Teen Court
program for three additional months.
