BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 5, 2013
TO: Honorable Chairman and Members of the Board
FROM: Daniel O'Byrne
SUBJECT: Approval of Bid - Dune Planting Projects (Okaloosa Island & Western
Destin)
DEPARTMENT: Tourist Development
BCC DISTRICT: All
STATEMENT OF ISSUE: On January 29, 2013, the bids for this project were opened and
reviewed. The County's coastal engineering firm, Taylor Engineering, has recommended that
Aquatic Plants of Florida, Inc., they being the low bidder meeting specifications, is the most
qualified to perform the required dune vegetation work for Okaloosa Island and Western Destin.
After thorough review, the Department and staff agree with this assessment and request approval
to award, and authorize the Chairman to execute the subsequent contract with Aquatic Plants of
Florida, Inc. for dune planting and sand fencing construction for Okaloosa Island and Western
Destin in the amount of $165,220.18 for the Western Destin Project and $238,080.11 for the
Okaloosa Island Project for a total cost of $403,300.29
Note:
The bid package requested 2 alternatives for each project. Alternates #1 & #3 were for plants
in 2 inch containers and Alternates #2 & #4 were for plants in 4 inch containers. The
recommended approach is to choose alternate #1 for the Western Destin Project and
Alternate #4 for the Okaloosa Island Project. Please refer to Taylor Engineering's
recommendation letter for reasoning.
BACKGROUND: The existing Okaloosa Island dunes are largely un-vegetated and without
extensive sand fencing. These conditions leave the dunes subject to erosion with the diminished
sand volume leaving upland structures more vulnerable to storm damage. In addition, the lack of
a healthy dune system can imperil the nesting success of native, endangered marine turtles. The
Okaloosa Island Dune Flora Restoration and Beach Access Management Project would remedy
this condition.
Although different in scope from the Okaloosa Island project, an integral component to the
upcoming Western Destin Beach Restoration Project includes vegetation of the newly created
dunes.
On December 18, 2012, the Board of County Commissioners approved the issuance of a Request
for Bids for the Okaloosa Island Dune Flora Restoration and Beach Access Management project
and the dune planting of the Western Destin Beach Restoration Project.
The Okaloosa County project will be funded by the Tourist Development Tax and a State of
Florida Grant (09OK2) with the total project cost of $238,080.11 being cost shared 50/50. The
cost for the planting of the Western Destin project ($165,220.18 ) is included in the previously
approved Interlocal Agreement (C12-1950-TDC - total project cost not to exceed $8 million).
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: The Department, staff and consulting engineer recommend award
approval and authorization for the Chairman to execute the subsequent contract in the amount of
$403,300.29 with Aquatic Plants of Florida, Inc. for the Okaloosa Island Dune Flora Restoration
and Beach Access Management project and the dune planting of the Western Destin Beach
Restoration Project and approve vehicular access by the contractor to the beaches of Okaloosa
Island necessary to satisfactorily complete this contract.
